HomeMy WebLinkAboutORD 1968-116BILL N0. 486 COUNTY OF HAVfAII - STATE OF HAUfAII ORDINANCE N0. 11~ AN ORDINACE TO PROVIDE FOR A DIVISION OF AUTOMOTIVE ECtUIPMENT AND MOTOR POOL, AND REPEAL ORDINANCE N0. 10, REVISED ORDINANCES OF THE COUiJTY OF HAWAII 1967. BE IT ORDAINED BY THE BOARD OF SUPERVISORS IN A^dD FOR THE COUNTY OF HA~NAIi: SECTION 1. Division of Automotive Equipment and Motor Pool. The Division of Automotive Equipment and Motor Pool shall be under the jurisdiction of the Department of Public ',forks. This division shall be in the charge of a competent mechanic as superintendent thereof, who shall have supervisory power over said division and all of its functions. SECTION 2. Assignment of County Vehicles. All vehicles owned by the County of Hawaii shall be assigned to the Division of Automotive Equipment and Motor Pool and registered thereto or to the respective departments of this County. SECTION 3. Duties and Functions. The Division of Automotive Equipment and Motor Pool shall: (a) Provide for the maintenance and repair of all County motor vehicles, trucks, steam rollers, fire- fighting apparatus, automotive equipment, machinery, implements and tools belonging to the County of Hawaii, _ __, _. __. _ _ GfESH except such stationary machinery and office equipment as may be repaired by the department having control th ereof . did. B. rto...: __ 7~ Date: PEB 7 1968 _ MAR 6 f9bB MAR 2 0 ?368 (b) Furnish all parts, accessories, gasoline, distillate, fuel oil, lubricants and tires necessary for proper maintenance and repair under the provisions of this ordinance. (c) Have charge of such garage or places for storage or housing of County rnotor vehicles, trucks, steam rollers, automotive equipment, machinery, implements and tools. (d) By proper method keep a check upon the use of all motor vehicles, trucks, steam rollers and fire- fighting apparatus and all other equipment, machinery, implements and tools belonging to the County of Hawaii. (e) Purchase and furnish when needed equipment required by the Department of Public Works and furnish all parts in the repair of such equipment. SECTION 4. Vehicle Storage. 'Jlhen not in actual service of the County of Hawaii, all motor vehicles shall be kept in the County garage; provided, however, that the Board of Supervisors may by resolution designate other places for storing or housing of motor vehicles. SECTION 5. Repairs. All repairs upon any motor vehicle, truck, steam roller, fire-fighting apparatus, automotive equipment or machinery belonging to the County of Hawaii must be made at the Division of Automotive Equipment and Motor Pool except repairs made in an emergency; provided, however, that when unusual circumstances may so warrant, the superintendent of the Division of Automotive Equipment and Motor Pool may order that repairs may be made elsewhere. - 2- SECTION 6. Rental of Motor Pool Vehicles and Equipment. Whenever any County motor vehicle, truck, fire-fighting apparatus, steam roller, automotive equipment, machinery, implement or tool, which is assigned to the Division of Automotive Equipment and h4otor Pool, is to be rented to a County department or agency, a proper charge shall be made against such department or agency for the use of the same in accordance with a schedule of rates. SECTION 7. Schedule of Rates. On or before June 30 of each year the superintendent shall establish a schedule of rates subject to the approval of ttie 3oard of Supervisors, which shall consist of rates chargeable against a department for the use of vehicles, automotive equipment, machinery, implements or tools. The rates shall be determined on the basis of cost. All passenger automobiles shall be charged on the basis of actual mileage traveled or a minimum charge, whichever is greater. SECTION 8. Books. The business manager of the Department of Public Works shall keep the books for the Division of Automotive Equipment and h9otor Pool. It shall be the duty of the superintendent to i~urnish the business manager with information concerning the operation of his division in order that proper charges may be made against the proper department and fund for the cost of the service rendered by the Division of Automotive Equipment and Motor Pool. SECTICN 9. Revolving Fund for Motor Pool. The sum of $20,000.00 haviny been appropriated from the Highway Fund of the County of Hawaii, constitutes the Motor Pool -3- Revolving Fund, from which fund the Division of Automotive Equipment and Motor Pool shall pay for all materials, supplies and equipment aforementioned in Subsections (b) and (e) of Section 3, and for all services performed in said motor pool. The superintendent shall file claims with the Board of Supervisors against the respective departments for all materials and supplies necessary for repairs and maintenance performed upon any department's vehicles or equipment, and for rentals made to the several departments. Payments made upon such claims shall be deemed reappropriated to the Motor Pool Revolving Fund. SECTION 10. Ordinance No. 10 of the Revised Ordinances of the County of Hawaii 1967 is hereby repealed. SECTION 11. This ordinance shall take effect upon its approval. This Bill repeals Ordinance No. 10, Revised Ordinances of the County of Hawaii 1967 and revises the duties and functions of the Division of Automotive Equipment and Mctor Pool.
