HomeMy WebLinkAboutORD 1968-186BILL N0. .%i~;( COUNTY OF HAWAII - STATE OF HAWAII ORDINANCE N0. 186 ORDINANCE TO AMEND THE GENERAL PLAN ENTITLED "A PLAN FOR THE METROPOLITAN AREA OF HILO" BY CHANGING THE LAND USE DESIGNATION FOR CERTAIN AREAS OF LAND IN THE CITY OF HILO, HAWAII. BE IT ORDAINED BY THE BOARD OF SUPERVISORS IN AND FOR THE COUNTY OF HAWAII: SECTION 1. The General Plan entitled "A Plan for the Metropolitan Area of Hilo" is hereby amended by changing the land use designation of certain areas of land in the following respects: A. Approximately 49.6 acres, from heavy industrial, light industrial, and park and open reserve on the south and east side of Wailoa River to resort use. The area is colored in carmine red on the map attached hereto, marked "Exhibit A" and by reference made a part hereof. B. Approximately 6.6 acres from light and heavy industrial on the west side of Maile Street and on the north side of Kekuanaoa Street to retail commercial use. The areas are colored in scarlet red on the map attached hereto, marked "Exhibit A' and by reference made a part hereof. C. ApFr oximately 12 acres, from light industrial on the south side of Kekuanaoa Street, between Mililani Street and Hilo Shopping Center to two-family residential use. The area is colored in orange on the map attached hereto, marked "Exhibit A" and by reference made a part hereof. D. Approximately 22 acres, from light, industrial and two-family residential in a strip along Leilani Street and up to the retail commercial area between Mililani Street and Manono Street to single-family residential use. Approximately 1.9 acres, from park and open reserve at the northwest corner of Piilani and Kalanikoa Streets to retail commerical use. The area is colored in scarlet red on the map attached hereto, marked "Exhibit A" and by reference made a part hereof. F. Approximately 24 acres, from park and open reserve and heavy industrial on the north side of Kamehameha Avenue between Banyan Drive and Keaa Street and on the north side of Kalanianaole Street between the shoreline and Kumau Street to resort use. The area is colored in carmine red on the map attached hereto, marked "Exhibit: A" and by reference made a part hereof. G. Approximately a 50-foot wide strip, from heavy industrial on the shoreline from Reeds Bay to the wharf to park and open reserve use. The area is colored in grass green on the map attached hereto, marked "Exhibit A" and by reference made a part hereof. H. Approximately 229 acres, from diversified agriculture on the south side of the Hilo Airport's east-west runway to heavy industrial use. The area is colored in gray hatched lines on the map attached hereto, marked "Exhibit A" and by reference made a part hereof. I. Approximately one acre, from single-family residential on the northeast corner of Maikai and Kahaopea Streets to neighborhood commercial use. The area is r.olored in blush on the map attached hereto, marked "Exhibit: A" and by reference made a part hereof. J. Approximately nine acres, from public use on the north side of Puainako Street between Iwalani and Komohana Streets to single-family residential use. The area is colored in lemon yellow on the map attached hereto, marked "Exhibit A" and by reference made a part hereof. K. Approximately 13 acres, from park and open reserve and public use in a strip along the south side of Kawailani Street and on the east side of Komohana Street adjacent to the Ainaola-Komohana-Kawailani Streets triangle to single- family residential use. The area is colored in lemon yellow on the map attached hereto, marked "Exhibit A" and by reference made a part hereof. L. Approximately 920 acres from diversified agriculture and residential-agriculture, west of Komohana Street to Kupulau Street and between Puainako Street extension and Ainaola Drive and including a strip 1,000 feet wide west of Kupulau Street between Haihai Street. and Ainaola Drive to single-family residential use. The area is colored in lemon yellow on the map attached hereto, marked "Exhibit A" and by reference made a part hereof. M. Approximately 0.5 acre, from single-family residential at the northeast corner of Ainaola Drive and Kupulau Street to neighborhood commercial use. The area is colored in blush on the map attached hereto, marked "Exhibit A" and by reference made a part hereof. N. Approximately 90 acres, from fore<.st reserve use on the north side of the Saddle Rcad in Kaumana to diversified agriculture use. The area is colored in true green on the map attached hereto, marked "Exhibit A" and by reference made a part hereof. SECTION 2. The General Plan entitled "A Plan for the Metropolitan Area of Hilo" is hereby further amended by indicating thereon drainage rights-of-way in the following respects: A. A 60-foot drainage right of way following the existing Waiakea Stream alignment from Kawailani Street to Wailoa Flood Control Project. The drainage right-of-way is delineated by dotted lines on the map attached hereto, marked "Exhibit A" and by reference made a part hereof. B. Pn 80-foot drainage right-of'-way east of Kanoelehua Street from Palai Street, meandering across Kanoelehua Street through the Tree Nursery site and ending at the mouth of the Wailoa Flood Control Project. The drainage right-of-way is delineated by dotted lines on the map attached hereto, marked "Exhibit A" and by reference made a part hereof. SECTION 3. The General Plan entitled "A Plan for the Metropolitan Area of Hilo" is further amended by indicating thereon the amended transportation network in the following respect: A. Realignment of new primary arterials and collector streets around the east tip of the east-west airport runway. The realigned transportation network is delineated by black and red lines on the map attached hereto, marked "Exhibit A" and by reference made a part hereof. SECTION 4.
