Re: Operating Budget and Resolution Creating Positions
Enclosed is a bill for an ordinance amending the Operating Budget by
appropriating $33,642 to comply with the terms of the Fireworks Code.
Also enclosed is a resolution creating 2 Fire Inspector I Temporary positions
and 2 Account Clerk Temporary positions. These positions will allow the Fire
Department to enforce the terms of the Fireworks Code.
As time is of the essence, the department would like to have this bill and
resolution heard at the Council meeting scheduled for November 2, 2000.

Create the following positions on a temporary-as-needed (TAN)
basis: 2 each Fire Inspector I (SR-21)
2 each Account Clerk (SR-11)

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii County Fire Department is charged with administering
the Fireworks Code, as proposed in BILL NO. 334, COMMUNICATION 956
FOR AN ORDINANCE AMENDING CHAPTER 14 OF THE HAWAII COUNTY CODE
1983 (1995 EDITION) RELATING TO FIREWORKS, should this bill be
approved by the Hawaii County Council.
The Department estimates that two Fire Inspectors and two Account
Clerks hired on a TAN basis will be necessary to administer all
aspects of the program including dock and premise inspections and
permit issuance. The anticipated periods of hire are limited
within the periods:
New Years December 1, 2000 - January 5, 2001
Chinese New Year February 5, 2001 - February 23, 2001
4th of July June 25, 2001 - July 13, 2001
The personnel will be based in Hilo and Kona. In the event the
Department has difficulty in finding temporary hires, the
Department requests the option to transfer these funds, or a
portion of them, into appropriate object codes to contract with
outside employment agencies or to pay overtime to County employees
to fulfill the staffing needs.

RE: Bill No. 342 A Bill for an Ordinance amending the Operating Budget by
appropriating $33,642 to comply with the terms of the Fireworks Code and;
Resolution No. 346-00 Creating 2 Fire Inspector I Temporary positions and 2
Account Clerk Temporary positions.
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai'i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
