AN ORDINANCE PROVIDING FOR PAYMEDIT OF TRAVEL, AND OTHER NECESSARY
EXPENSES IlVCIDENT TO THE PERFORMANCE OF OFFICIAL DUTIES.
BE IT ORDA IlVED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. All officers and employees of the County
shall be entitled to travel and other necessary expenses
connected with the performaxice of their official duties in
accordance with the provisions of this ordinance and subject
to procedures prescribed by the Director of Finance and.
approved by the Mayor and the County Council.
SECTION 2. Travel Allowance. A per diem allowance is
a specific allowance of money made available each day to
cover personal expenditures incident to travel. It is not
intended to include fares for transportation nor expenditures
relating to the conduct of official business.
SECTION 3. Report Upon Completion of Travel. The
officer or employee shall file a certified statement setting
forth the time of absence and expenses incurred, and a
narrative report, in cases of out-of-state trips, within a
specified time.
SECTION 4. Compensation For Use of Private Automobile.
A. Mileage allowance.
A department head may authorize any officer or
employee over whom he has administrative supervision to use
privately-owned automobiles on official business on a mileage
allowance basis when publicly-owned vehicles are not
available or are not in satisfactory condition or are
impractical to use.

B. Flat monthly allowance.
A department head may authorize payment of monthly
automobile allowance to any officer or employee over whom
he has administrative supervision for the regular use of a
privately-owned automobile, with the approval of the Mayor.
SECTION 5. This ordinance shall take effect upon its
approval.
