BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Section 6-7 of Ordinance No. 39, Revised Ordinances of the County of Hawaii 1967, is hereby further amended by adding subsection (d) as follows: "(d) Determination for no-passing at curves and signs and markings designating no-passing zones shall be in accordance with Sections 2B-7, 2B-8, 2B-9, 2B-10, 1B-21 and 1B-22 of the 'Manual on Uniform Traffic Control Devices for Streets and Highways' published by the U. S. Department of Commerce, Bureau of Public Roads, dated June 1961, which sections are hereby adopted by reference and made a part hereof. Three copies of said sections of 'Manual on Uniform Traffic Control Devices for Streets and Highways' shall be kept on file and be available for public inspection in the County Clerk's Offic:e." Where no-passing zones in opposite directions overlap on a two-lane roadway there will be a solid yellow bar- rier line on each side of the broken white center line. Where the no-passing restriction applies only in the opposing direction, the barrier line will appear to the left of the broken center or lane line. 'l. VI'here the scud yellow barrier line is on the left of a broken white line the passing restriction will apply only to the opposing direction of traffic. 26-9 Application of No-Yaseing Zone Markings On a two-lane highway the combination no-passing line shall follow the center line throughout the no-passing zone. On a i three•lane highway the combination line shall start in advance ~ of the na-passing zone at the left-hand lane line of the center lane and shall extend diagonally across the center lane to the right-hand Inns line at the beginning of the no-passing zone, and thence ex- lend along the lane line to the end of the zone (fig. 2-1). The combination line shall extend across the center lane at an angle of not teas than 20 to 1 where the offpeak 85-percentile speed is t0 m.p.h. or less, and at least 30 to 1 where speeds are greater than 40 m.p.h. No-passing-zone signs (secs. 1B-21, 22) may be used to em- phasize the existence and extent of a no-passing zone, in addition to the pavement markings here prescribed. Less than 400 feet of distance between successive no- passing zones is not sufficient for unrestricted passing. In such uses, the one-direction barrier line, or the two-direction barrier line, whichever is appropriate, should connect the zones. It is assumed that on two-way roadways of four or a greater even number of lanes it is not necessary to cross the center line to overtake and pass other vehicles. On urban streets it is not ordinarily necessary to mark no- passing zones. Speeds are generally low, and a center line is usually sufficient to keep vehicles in line. On boulevards or park- tcays, where no-passing zones may have to be marked, the stand- ards should be the same as for rural highways. The no-passing barrier line is also used on two-way roadways at pavement-width transitions (see. 2B-14) and on approaches to obstructions which must be passed on the right (sec. 2B-18). It may also be used on approaches to intersections. 2i1-10 Warrants for No-Fassing Zones at Curves A no-passing zone at a horizontal or vertical curve is war- ranted where the sight distance as defined below is less than the minimum necessary for safe passing at the prevailing speed of traffic. Sight distance on a vertical curve is the distance at which an object 4 feet above the pavement surface can just be seen from another point 4 feet above the pavement, as illustrated in figure 2-2. Similarly sight distance on a horizontal curve is the distance measured along the center line (or right-hand laze line of a three-lane highway) between two points 4 feet above the pavement on a line tangent to the embankment or other obstruction that cuts off the view on the inside of the curve (fig. 2-2). Sup. 11;_2I Do Not Pass Sign (R4-1) The ~o NoT Pnss sign may be used on a two- or three-lane road at the beginning of, and at intervals within, a zone through •.vhich restricted sight distance or other condition makes over- ,;;king and passing hazardous. The sign is normally used in addition to standard pavement markings (sec. 2B-S) to emphasize the restriction on passing. Where pavement markings are present the sign need not be used. The standard Do Not Pass sign shall be 24~ inches by 30 inthcs in size, with a mininnmx size for minor roads of 18 inclxes by 'L-I inches. It shall be erected iu accordance with the general .pecificaiions for sign pluccmcul (secs. 1A-22, 23). Because a driver about to pass a vehicle ahead often has only a restricted view to the right; an additional sign on the ]eft- hand side of the roadway may be desirable. Standards for determining the location and extent of no-passing zones are set forth in connection with pavement markings through such zones (secs. 2B-9, 10). No-passing zones are not required on expressways with divided roadways.
