HomeMy WebLinkAboutORD 1973-002BILL NO. 2 COUNTY OF HAWAII - STATE OF HAWAII ORDINANCE NO. AN ORDINANCE PRESCRIBING THE POWERS, DUTIES, AND FUNCTIONS OF THE FIRE DEPARTMENT. WHEREAS, Section 6-4.3 of the Charter of the County of Hawaii requires that the powers, duties, and functions of the Eire Department shall be prescribed by ordinance; and WHEREAS, the powers, duties, and functions of the department existing at the effective date of the Charter have been continued and performed by the Fire Department; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. There shall be a Fire Department consisting of the Fire Chief and the necessary staff. SECTION 2. The Fire Chief shall be appointed by the Mayor and may be removed by the Mayor. He shall have a minimum of five years of training and experience in a Fire Department, at least three years of which shall have been in a responsible administrative capacity. SECTION 3. The Fire Chief shall, with the approval of the Mayor, appoint his deputy, and shall further appoint all other members of his department under established personnel rules and regulations, and statutes. SECTION 4. The Fire Chief and his staff shall: (a) Be charged with the prevention of fires and the protection of: life and property from fire, natural disasters, and other emergencies. (b) Perform such rescue work as may from time to time be necessary. (c) Train, equip, maintain and supervise a force of firefighting and rescue personnel. (d) Examine and monitor the construction and occupancy standards of buildings for the purpose of fire prevention pursuant to Section 132-10, Hawaii Revised Statutes. (e) Provide and maintain a fire prevention program for the inspection of potential fire hazards, the abatement of existing fire hazards, and the conducting of educational programs related to fire prevention. (f) Properly maintain, care and account for all property and equipment used by the department. (g) Cooperate fully with all other governmental agencies in any matters related to its mission. (h) Grant, withhold, suspend, or revoke certificates of fitness related to portable fire extinguishers. (i) Perform such other duties as may be necessary in performing its mission.
