HomeMy WebLinkAboutORD 1973-584BILL NO. 9g~+ COUNTY OF HAWAII - STATE OF HAWAII ORDINANCE NO. r)~.~ AN ORDINANCE PRESCRIBING THE POWERS, DUTIES AND FUNCTIONS OF THE DEPARTMENT OF PUBLIC WORKS. WHEREAS, Section 6-2.3 of the Charter of the County of Hawaii requires that the powers, duties and functions of the Department of Public Works be prescribed by Ordinance; and WHEREAS, the powers, duties and functions of the department existing at the effective date of the Charter have been continued and performed by the Department of Public Works to date; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. There shall be a Department of Public Works which shall be headed by a Chief Engineer who shall be appointed by and may be removed by the Mayor. SECTION 2. The Chief Engineer shall be charged with the supervision, direction, and control of: A. The construction, repair, maintenance, and operation of all County buildings, structures, and grounds, not otherwise delegated to any other department of the County. B. The administration and enforcement of the Building Code, Electrical Code, Housing Code, Plumbing Code, and all ordinances and statutes related to the responsibilities assigned to the Department of Public Works. C. The administration, control, and operation of all divisions and bureaus of the Department of Public Works and the appointment, transfer, promotion, demotion, or dismissal of all necessary personnel. SECTION 3. The department shall have charge of and shall administer and superintend the performance of all matters relating to engineering; public and private building construction and inspection; public improvements; sewer construction and maintenance; solid waste disposal and landfill programs; construction, inspection, maintenance of public highways, bridges, streets, sidewalks; acquisition of public and private property for public purposes; design and maintenance of a system of traffic control and devices; and all other public works projects, except for matters relating to parks and recreation and water supply. SECTION 4. The Department of Public Works shall be divided under the Chief Engineer into the following divisions: A. Bureau of Plans and Surveys. The Bureau of Plans and Surveys is responsible for coordinating the planning, engineering, and implementation of the highway and drainage capital improvement projects, coordinating all land surveying, conducting necessary land rights acquisition, and providing construction inspectional services. -2- B. Division of Traffic Safety and Control. The Division of Traffic Safety and Control determines the location, installs, maintains, and repairs all traffic control facilities and devices and street lighting systems; is responsible for all traffic engineering in the County; maintains a traffic education program; and is responsible for the installation, maintenance, and repair of on and off-street parking meters. C. Bureau of Building Construction and Inspection. The Bureau of Building Construction and Inspection is responsible for public building construction and inspection; plans; specifications and applications for private building and construction; plumbing, electrical and building permits; and the enforcement of all County ordinances related to building, construction and inspection. D. Bureau of Road Construction and Maintenance. The Bureau of Road Construction and Maintenance shall be responsible for the construction and maintenance of all roads, streets, highways, footpaths, storm drains, bridges, flood channels, and certain cemeteries. E. Bureau of Sewers and Sanitation. The Bureau of Sewers and Sanitation shall be responsible for the construction, maintenance, and operation of all sewage works and systems and solid waste disposal programs and facilities for the County of Hawaii. -3- F. Division of Automotive Equipment and Motor Pool. The Division of Automotive Equipment and Motor Pool shall be responsible for the custody, repair and maintenance of all garage, shop, and automotive equipment of the County, except such equipment as may be more practically maintained by the department having control thereof; furnish all parts, accessories, gasoline, lubricants and tires necessary for the repair for all automobiles, trucks, shovels, cranes, graders, sweepers, compressors, and other such machinery or equipment; and have all other duties as may be necessary to carry out its functions. SECTION 5. All ordinances in conflict with the provisions of this ordinance are hereby repealed. SECTION 6. This ordinance shall take effect upon its approval.
