ORDINANCE NO. ~_
AN ORDINANCE RELATING TO FLUORIDATION OF WATER SUPPLIES IN
THE COUNTY OF HAWAII.
BE IT ORDAINED :BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Fluoridation Required.
whenever the fluoride content of public water supplied
by the Department of Water Supply to the population of the
County of Hawaii is less than seven-tenths of a milligram per
liter, the Department of Water Supply shall add a measured
amount of fluorides to the water so as to maintain a fluoride
content of between seven-tenths of a milligram per liter and
one milligram per liter; such adjustment of fluorides to
start no later than six months after the approval of the
Department of Health, State of Hawaii, as provided in Section 2
herein. The fl.uoridati.on of public water supplied by the
Department of Water Supply shall be implemented in toto or
on an incremental basis; when Federal, State or County funds
are made available to i:he Department of Water Supply. Said
public water shall cone:inue to be fluoridated thereafter in
accordance with the terms of this ordinance until such time
as the County Council deems otherwise.
SECTION 2. Appro,~al.
Upon the effective date of this ordinance, or after funds
are made available to implement this program, the Department
of Water Supply shall, as soon as practicable thereafter,
submit a plan of fluoridation to the Department of Health,

State of Hawaii. Prior to fluoridating any water supply,
written approval of said plan from the Department of IIealthe
State of Hawaii, shall. be secured to insure compliance with
the "standards` of said department or Section 5.23, U. S.
Public Health Service Drinking RTater Standards, as amended,
whichever provide for t:he least amount of fluorides to be
added to the water supply within the limits set forth in
Section 1, give::n the particular climatic and environmental
conditions of the County of FIawaii.
SECTION 3. Records, Reports and Conies.
Accurate records of the amount_ of fluoride applied, the
quantities of water fl.noridated and results of_ analytical. tests
for fluoride to be made in water before and after fluoride is
added shall. be kept as directed by the Department of P.ealth,
State of }Iao~aii. Fluoridated: water supplies shall be sampled
with sufficient frequency t.o determine that the desire~7
fluoride ooncentrati.on is maintained.
SECTIOT' n. Public Hearings required.
In no case. shall this ordinance be adopted until fifteen
(15) c?ays after the contents have been published in accordance
with accepted procedure and. a minimum of t~.oo (2) public
hearings shall. have been conductec?. within the County.
SECTIOLT 5. Effective Date.
This ordinance shall take effect upon its approval.

Notice is hereby given that the Hawaii County Council will hold
public hearings on Bi11 for an Ordinance No. 12 which proposes to
fluoridate the public water systems in the County of Hawaii.
The public hearings have been scheduled as follows:

January 22, 1974, Tuesday - 7 p.m

is being held; (2) residents from other districts; and (3) others.
One presentation per individual will be permitted irrespective of
where the testimony is offered.
