BE IT ORDAINED BY TfiE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 13 of the Hawaii County Code is rescinded in total. SECTION 2. The attached Chapter 13, which is made a part hereof by reference, adopting the 1973 Edition of the International Association of Plumbing and Mechanical Officials Uniform Plumbing Code and providing for amendments thereto. SECTION 3. This ordinance shall take effect 60 days after date of approval, but nothing in this ordinance shall be construed to prohibit any person from complying with the provisions of the new code and the amendments thereto adopted hereunder. TTTIE APJD PURPOSE; (a) 'Pitle. This ordinance shall be known as the "P1un:bing Code", may he cited as such, and will be referred to herein as "this Code". (b) Rirpose. The purpose of this Code is to provide for the protection of tt;e public health and safety by establishing minimum regulati_nns for the installation, alteration or repair of plumbing and drainage systems and the inspection thereof. SECTTOP? 2. SCOPE The provisions of this Code shall apply to all new construction, relocated buildings, and tc any alterations, repairs, or reconstruction within tiie property lines of the premises, except as provided for otherwise: in this Code. ARTICLE 2 ADMINISTRATION AND ENFORCEMENS SECTION 1. ADMIDiISTRATIVE AUTHORITY Whenever the term "Administrative Authority" is used in this Code, it shall be construed to mean the Chief Engineer of the Department of Public Works or his authorized representative. SECTION 2. ASSISTANTS Whenever the tc;rm "assistants" is used in this Code, it shall be construed to mean the authorised representative of the Administrative Authority. SECTIODI ?. DEPARTMENT HAVING JURISDICTION Unless otherwise provided for by law, the Department of Public Works shall have jurisdiction over and administer all matters covered by ;his Code. SECTION [,. DUTIES OF THE ADNIMSTRATIVE AUTHORITY The Administrative Authority shall maintain public office hour:; necessary to efficiently administer the provisions of this Code and amendment:; thereto and shall perform the following duties: (a) Require submission of, examine and check plans and specifications, drawings, descriptions, and/or diagrams necessary to show clear],y the character, kind and extent of work covered by applications for a permit and upon approval thereof shall issue the permit applied for. (h) Administer and enforce the provisions of this Code in a manner consistent with the intent thereof and shall inspect all plumbing an~i drainage work authorized by arty permit to assure compliance with provisions of this Code or amendments thereto, approving or condemning said work in whole or in part as conditions require. (c) Cssue upon request a Certificate of Approval for any work approved b;r him. 2 (d) Condemn and reject all work done or being done or materials used or being used which do not in all respects comply with the prcvi- sions of this Code and amendments thereto. (e) Order changes in workmanship and/or materials essential to obtain compliance oath all provisions of this Code. (f) Investigate any construction or work regulated by this Code and issue such notices and orders as provided in Section 6. (g) Keep a complete record of all the essential transactions of his office. SECTION 5, RIGhT OF ENPRY Upon presentation of proper credentials, the Administrative Authority or his assistants may enter at reasonable times any building, or premises in the County of Hawaii to perform any duty imposed upo^ him by this Code, provided that such entry shall be made in such manner as to cause the least possible inconvenience to the persons in possession, and provided further that an order of a court authorizing such entry shall. be obtained in the event such entry is denied or resisted. SECTION 6. DANGEROUS ANA INSANITARY CONSTRUCTION (a) Arty portion of a plumbing system found by the Administrative Authority to be insanitary as defined herein is hereby declared to lye a nuisanca. (b) Whenever brought to the attention of the department having; jurisdiction that any insanitary conditions exist or that arty construction or work regulated by this Code is dangerous, unsafe, insanitary, a nuisance or a menace to life, health or property or otherwise in violation. o;' this Code, the said department may reouest an investigation by the Adrnin'.strative Authority who, upon. deterrnining such information to be fact, shall order ary person, firm or corporation using or maintaining any sucl. condition or responsible for the use or maintenance thereof to discontinue the u:;e or maintenance thereof or to repair, alter, change, remove or demolish same 3 as he ma;,- consider necessar^y~ for the proper protection of life, health or property and in tree case oi' any gas piping or gas appliance may order any person, firm or corporation, supplying gas to such piping or aF-pliance to di.sccr time supplying gas thereto until such piping or appliance is made safe tc life, i:~ealt}: or property. (c) Etefusal, :Failure or ne*lect to comply with any such notice or order shall be considered a violation of this Code. (d) When any plumbing system is maintained in violation. of this Code and .i_n violation of any notice issued pursuant to the provisions of t}:is section or where a nuisance exists in any k.uilding or on a lot nn which a t~uilding is situated, the Administrative Authority shall institute any appropriate action or proceeding in ar>J court of competent ;iuri;diction to prevent, restrain., correct, or abate the violation or nuisance. SECTIOAt ^. VIOLATIOPJS AND PENALTIES Arty persons violating arty of the provisions of this Code shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine not to exceed X300.00. Each separate day or a!;y portion t~tc;roof during which any vio]ation of this Code occurs or continues shall be deemed to constitute a separate offense and upon conviction thereof s"tall be punishable as therein provided. W}~er~~ work for which a permit is required by this Code is started or proceeded with prior to obtaining said permit, the fees specifi-ec in Section shall be doubled, but payment of such double fee shall not relieve a.ny person;; :Prom fully complying with the requirements of t}is Code in t'!e execution of the work nor from any other penalties prescribed herein. 'T'his provision does not appl„v to emergency work when it shall be proved tc the satisfaction of the Administrative Authority that suc} work was urgently necessat^y and it was not practical to obtain a permit 4 therefor before the: commencement of the work. In all such cases a permit must be <btained as soon as it is practical to do so, and i.f there be an unreasonable delay i.n obtaining such a permit, the penalty will he charged. SUCTION E~. PEFiI~IIT ItECJUIRED (a) It shall. be unlawful for arty person to install, remove, alter, repair or replace or• cause to be installed, removed, altered, repaired or replaced aqy plumbing, gas or drainage piping work or arty fixture or water heating, or treating equipment in a building or premises withoat first obtaining a permit to do such work from the Adminstrative Authority. (b) A separate permit shal] be obtained for each building or structure. (c) iVo person shall allow any other person to do or cause to ~e done any work under a permit secured by a Permittee except persons in his employ. SECTION 9. WORK NOT REQUIRIN PERMIT Tdo permit shal] be required in the case of any repair work as .follows: The stopping of leaks in drains, soil, waste or vent pipe, provided, however, that should any trap, drainpipe, soil. waste or vent pipe be or become de- fective and it becomes necessary to remove and replace the same with new material in arty part or parts, the same shal] be considered as such new work and a permit shall be procured and inspection made as hereinbe''ore provided. Pdo permit shall be required for the clearing of stoppage;; or the repairing of leaks in pipes, valves, or fixtures, when such repairs do not involve or require the replacement or rearrangement of valve,, pipes, or fixtures. SECTION 10. TO W}IOM PERMITS MAY BE ISSUED (a) Except as provided in subsection (b) below, no permit sha-_1 be issued to arty person to do or cause to be done any work regulated by this Code, except to a person holding a valid, unexpired and unrevoked "~~neral Building ~%ontractorTS or Plumbing Contractorts License" as provided for in Chapter 444 of the Hawaii Revised Statutes or to the representative of a gas utility. (b) A permit may also be issued. to a home owner to perform phunbing 5 work on a single family dwelling which he will personally occupy and use exclusively for living purposes, provided such person is licensed under Chapter 1~48E, I[ItS, to perform such work. The owner shall note on the permit application the name and license number of the plumber and tis address and telephone number. Only one such permit may be issued to such a home owner, unless the Administrative Authority finds that strict application would result in practical difficulty and hardship and that the granting of a second permit would not be contrary to the purpose of the Code. This doe;; not preclude the home owner from obtaining additional permits for the same building or accessory building on the same lot. SECTION 11. APPLICATION FOR AN ISSUANCE OF PERMIT (a) Application. Arty person legally entitled to apply for anti receive a permit shall make such application on forms provided for !:hat purpose. He shall give a description of the character of the work proposed to be done;, and the location, tax map key, ownership, occupancy and use of the premises in connection therewith. The Administrative Authority may require plans, specifications or drawings and such other information; as he may deem necessar^/. (b) Plans Required. Applications for plumbing permits for any commercial, industrial or public building, hotel or any apartment building shall be accompanied by three sets of drawings for approval of the Administrative Authority. Two sets shall be retained by the Administrative Authority and the other set shall be returned to the applicant which shall be kept or: such building or work at all times during which the work authorized thereby is in progress. Other plans or drawings may he required as indicated under subsection (a). The Administrative Authority may waive the requirement for submission of drawings when he deems it unnecessary. (c) Issuance. I£ the Administrative Authority determines that the plans, specifications, drawings, descriptions or information furnish~:d by the applicant is in compliance with this Code, he shall issue the permit applied for upon payment of the reouired fee as hereinafter fixed. '"he 6 plumbing permit card shall be posted in a conspicuous place at the job site during construction. (d) Validity. The issuance or granting of a permit or approval. of plans and specifications shall. not be construed to be a permit for, or an approval. of, arty violation of any of the provisions of this Code. No permit presuming to give authority to violate or cancel the provisions of this .ode shall be valid, except insofar as the work or use which it authorizes is Lavrfu=. "The issuance of a permit based upon plans and specifications shal] not prevent the Administrative Authority from there- after reouiring the correction or errors in said plans and specifications or from preventing any plumbing, work being carried on thereunder when in violation of this Code or of arty other ordinance of the County of Hawaii or from revoking arty certificate of approval when issued in error. (e) Expiration. Every permit issued by the Administrative Authority under the provisions of this Code shall expire by limitation and be„ome null and void, if the work authorized by such permit is not commenced within 90 days from the date of issuance, or if the work authorized by such permit is suspended or abandoned at any time after the work is commenced for a period of 90 days for such periods o£ time as he deems necessary; providing further, that a permit issued for work on construction having a valid building permit, shall. expire only when such building permit expires. Where a permit expires, before such work can be recomrrenced, a r;ew permit shall be first, obtained so to do, and the fee therefor shall he one-half the amount repuired for a new permit for such work, provided no changes have been made or will be made in the original plans and specifi- cations oi' such work;: and provided, further, that such suspension or abandorunent has not exceeded one year. (f) Suspension or Revocation. The Administrative Authority may, in writing, suspend or revoke a permit issued under provisions of this Code whenever the permit is issued in error or on the basis of incorrect information supplied, or in violation of any ordinance or regulation or 7 arty of the provisions of this Code. (g) Refunds of permit fees shall be made in accordance with the provisions of Ordinance No. 367, An Ordinance Authorizing the Director of Finance to =rant Refunds of Permit Fees Paid to the County. SECTION 12. PERMIT FEES (a) The County of Hawaii and all agencies and contractors doing County of }lwaii .',obs thereof shall be exempt from the requirement to pay arty permit fee except for the penalty fee under Section 7 when applicab]e. GENERAL PROVISIONS (a) It shall be unlawful for any person to perform ary work covered by this ('ode ir; vio:ration of those provisions of the Hawaii. Revised Statutes relating to the licensing of electricians and plumbers. (b) Unlicensed persons may perform work covered by this Code providir.(' such work performance is not in violation of Section 444, Hawaii Revised 6tatetes. (c) A Plumbing Contractor shall operate from a legitimate place of business located in an area coned for such. purpose. 9 ARTICLE 4 INSTALLATION RE(~UIREMENI'S SECTION L. UNIFORM; PLUMBING CODE 'Phat certain plumbing code known and designated as "International Association of Plumbing and Mechanical Officials Uniform Plumbing Code, 19?3 Edi*.ion," as copyrighted and published in 19'%3 by the International Association of Plumbing and Mechanical Officials, 5032 Alhambra Avenue, Los Ange-Les, California 90032, is hereby adopted by reference and made a part hereof, subj:;ct to the amendments hereinafter set forth as the standard for plunibirig work covered Y;y this Code. 10 ARTICLE 5 AMENDING TF~ PLUMBING CODE SECTIOt1:f. AMENDING SEC. 103 (1) Sec. 103 (1), Building Drain, is amended by deleting the words "two (2) feet " appearing in the last line and inserting in lieu thereof the word:; "five (5) feet". SECTION ;. 9DDIN(: SUBSECTION (a :.) to SEC. 1.09 Sec. 109 is amended t;y adding subsection (a L) to read: "(a 1) Health Officer -- Health Officer shall mean tiie Director of Health oi' the Departanent of Health, State of Hawaii, or his authorized agent." SECTION 3. ADDIM= SUBSECTION (f) to SEC. 109 Sec. 109 is amended by adding subsection (f) to read: "(f) Household Aerobic Sewage Treatment System -- An aerobic process of treating sewage which produces a stabilized effluent, which effluent can be disposed of into seepaP,e pits or sub-surface disposal. fields." SECTION 4. AMENDING SEC. 11" (i) Sec. 117 (i), Frivate Sewage Disposal System, is amended by adding tt!e words "a cesspool.. used for an interim period, a septic tank or ;un individual house}old aerobic sewage treatment system" in lieu of the words "a septic tank" appearing in the second line thereof. SECTION 5. AI~'IENI)ING SEC. 12G (b) Sec. 120 (b), Seepage Pit, is amended by adding the words "or a household aerobic sewage treatment unit" between the words "tank" acid "so" appearing in the second line thereof. SECTION 6. ADDING SEC. 120 (f 1) Sec. 120 (f 1) i.s added to read: "(f 1) Single-s'r.ack system - A single-stack system is a specially designed plumbing system wherein a common stack serves as a drainage 11 pipe as we ].1 as a vent pipe." SECTION '. ANEDIDING SEC. 124 (e) Sec. 124 (e), Slater Main, is amended to read: "(ej Water Main -- The water main is the water supply or distribu- tion pipF within the: street for public or community use." SECTION t?. AMENDIN'., TABI~ A, COVERING NONMETALLIC PIPING Tab 'e A, at the end of Chapter 2, is amended by adding under PJon- metallic Piping im;nediately below the words ?Compression joints, vitrified clay pipe, bell and spigot pipe,? the following words and numbers: 'Concrete sewer pipe, (ASTM) C-14-52 or 55." SECTION `+. AMENDING TABLE A, HOMOGENEOUS -ITUMINIZED FIBER PIPE Tab~e A, at the end of Chapter 2, for Homogeneous bituminized fiber drain and sewer pipe, foootnote Remarks' is amended to read: "Notes 1 and 5". SECTION ]0. AMENDING TA-LE A, UAIDER FOOTNOTES Table A, at the end of Chapter 2, footnote "5" is added to read: "5. This pipe is to he installed strictly to the manufacturerTs specifications. Each installation shall be considered on its own nerits and the Administrat'_ve Authority shall determine additional installation reauiremerts based nn soil., loading and climatic conditions." SECTIOi4 ]].. AMENDING SEC. 304 (b) Sec. 3O4 (b) is amended by deleting words "unless first approved by the Admir~istrative Authority" appearing at the end of paragraph thereof. SECTION i2. AMENDING SEC. 306 Sec. 306 is de eted and add. the following note: "Refer to Article 2, Sec. ]l." SECTION ]3. AMENDING SEC. 310 (a) Sec. 310 (a) is amended by changing the comma after the word "fitting" 12 appearing in the third line thereof to a period, and deleting the remainder of the sentence. SECTION ]4. AMENDII~As SEC. 315 (d) Sec. 315 (d) is amended by deleting the words "two (2) feet" appearing in the fourth line thereof and inserting in lieu thereof the words "five (5) feet". sECTION 15. Ar~Ermlrrc sEC. 316 (a) (~) Sec. 316 (a) 1.6) is amended to read: "(F,) ABS-DWV, PVC-Dl~' -- ABS-DWV and PVC-DWV shall be maintained i.n a straight alignment." SECTION ]6. AMENDING SEC. 316 (b) (']) Sec. 316 (b) (,) is amended to read: "(^) ABS-DWU, PVC-DWV -- ABS-DWV and PVC-D1~lV shall be supported at intervals not to exceed four (4) feet." SECTION 17. DELETIPIG SEC. 311 (a) Sec. 317 (a) is deleted. SECTION 18. AMENDING SEC. 318 SUBSECTION 1. (b). Sec. 318, subsection 1. (b) i.s amended to read: "(b) Advance Plotice. It shall he the duty of the persor. doing the work authorized by the permit to notify the Administrative Authority orally or in writing; that said work will be ready for inspection. `;uch notification shall be given not less than forty-eight (A8) hours before the work is to be inspected." SECTION 19. AMENDING SECTION 321 OF THE PLUMBING CODE Sec. 321 is amended i;y adding the following: "A1] plumbing vrithin an area identified as being subject to inundation by rain water or sea. water, or both, shall meet all provisions of the plumbing code. In addition, the following provisions shall be followed. Where there is a conflict between these provisions and other sections 13 of the plumbing code, these provisions shall prevail. "A. L`Jater SuPP1,Y "1. Back flow prevention. An approved reduced pressure back flow prevention device shall he installed in each of the following location:; "(a) At i;he point that the water supply line crosses into the limit of the flood area. "(b) At each supply line to any irrigation or lawn sprinkling system. "(c) Whenever other sections of this code requires a vacuum breaker. "B. Drainage "l. All drainage piping serving fixtures below the second floor or the maximum expected flood level shall discharge into an approved water tight sump or receiving tank, se located as to receive the sewage or wastes by gravity. From such sump or receiving tank the sewage or other liquid wastes shall be lifted and discharged into the building drain or building sewer by approved ejectors, pumps or other equally efficient approved mechanical device. "2. The minimum size of any pump or any discharge pipe from a sump having a water closet connected thereto shall be not less than two (2) inches. °3. The discharge line from such ejector, pump or other mechanical device shall be provided with an accessible back water valve and gate valve and if' the gravity drainage line to which such discharge line connects is horizontal, the method of connection shall be from the top through a "wye" branch fitting. "4• Building drains or building sewers receiving discharge from any pump or ejector shall be adequately sized to prevent overloading. Two (2) fixture units shall be allowed for each gallon per minute of continuous flow. "5. Back-water valves, gate valves, motors, compressors, air tanks 1l~ or other mechanica]. devices required by this section, shall be located where tY~ey will be x•eadily and easily accessible for inspection and repair at all Mmes and unless continuously exposed, shall be enclosed in a water tight masonry pit fitted with an ade~uate]y sized removable cover. "6. The drainage and venting systems in connection with fixtures, sumps, receiving tanks and mechanical waste lifting devices, shall be installed under the same requirements as provided for in t'nis code for gravity systems. "~. Stunps and recei~-i. ~, to k; :-:ball be watertight and shall be constructed of concrete, metal or other approved materials. If construct- ed of poured concrete, the walls and bottom. shall he adequately reinforced and designed to recognized acceptable standards. t4etal sumps or tanks shall be of such thickness as to serve their intended purpose and s~all be treated internally and externally to resist corrosion. "B. A:11 such sumps and receiving tanks shall be automatically discharged and when in arty xpublic user occupancy shall. be provided orith dual pumps or ejectors arranged to function independently in case of overload or mechanical failure. The lowest inlet shall have a minimum clearance of twelve (12) inches .from the high water or tstarting~ iF:vel of the sump. "9. .>umps and receiving tanks shall be provided with substantial covers having a bolt and gasket type manhole or equivalent opening i,o permit access for inspection, repairs and cleaning. The top shall be provided with a vent pipe which shall extend separately through the roof. Such vent shall be 1arpe enough to maintain atmospheric pressure within. the sump under all normal operating conditions and 'n no case shall be less in size than that renuired by Table 4-3 for the number of fixtures discharging into the sump, nor less than one and one-half ';1-1~2) inches in diameter. No vent from a sewage e,ector shall combine wi1:h other vents. Vents shall terminate above the roof." SECTION 20. ADi)1NG SEC. 323 15 Sec. 323 is added to read: "Se~.• 323. Appeals and Petitions. "Any appeal from the decision of the Administrative Authority i.n the administration of the County of Hawaii Plumbing Code involving arty denial oP the use of new or alternate materials, types of construction, equipment, fixtures, devices, or appliances or any petition for varying the application of i;l.e Plumbing Code may be submitted to the Board cf Appeals °or hearing and determination as specified in Section 204, Uniform }tuilding (;ode, as amended, under Section 6 of Ordinance No. 93 of the I~•vised Ordinances of the County of Hawaii 19?5, as amended." SECTION P1, P1~NDIIJG SEC. 401 (a) Sec. 401 (a) is amended to read: "(a1 Drainage pipe shall be cast iron, galvanized steel, galvanized wrought iron, le ad,r,opper, brass, AB>, PVC or other approved materials having a smooth and uniform base, except: 1. That no galvanized wrought iron or ~al.vanized steel pipe shall be used underground and shall be kept at least six (6) inches above ground. 2. ABS or PVC installations, primarily for domestic sewage, limited to construction of not more than four (4) levels or branch interval:., whichever is less; however, not to exceed total projected vertical stack height of forty feet, irrespective of IAPMO Standards IS j and LS 9 restrictions to height." SECTION ~2. AMENDING SEC. 406 (a) ^ec. 406 (a) is amended to read: "(a') Each hori.zonta7 drainage pipe shall be provided with a clearout at its upper terminal, and each run of piping which is mare than fifty (50) feet in length sbal be provided witY a cleanout for each fifty (50) feet or fraction thereof, in length of such piping, and at each change in pipe si7.e up to four (4) inches. 16 "Exceptions: "l. Cleanouts may be omitted on each horizontal drainage pipe less than five (5) .`eet in length. "2. Cleanouts may be omitted on each drainage pipe installed on a slope r,f seventy-i;wo (72) degrees or less from the vertical (angle of 1/5 bend). "3. Excepting the building drain and its horizontal branches, a cleanout shall not, be required on any pipe or piping which is abcve the first, floor of tshe buildina.^ SECTION 23. AMENDIP~G SEC. 406 (g) Sec. 406 (g) 9_s amended to read: "(g) Each cleanout shall be installed so that there is a clearance o£ `rcrf 1~^s than eighteen (18) inches in front of the cleanout. Wherthe floor of.' a building is within eighteen (lEi) inches off the ground, all c].eanouts required in accordance with Section 406 shall be extended above the finished floor, or the cleanouts shall be extended outside of the building." SECTION 24• AMEi~IDIPJG SEC. 407 Sec. 407 is amended by adding a second paragraph to read: "For provisions covering the grade of building sewers, see Section 1106 (a)." SECTION ?5. Approved machine-wrapped or coated ferrous piping as defined in Section J213 (d) and (e) of the Plumbing Code may be embedded in concrete ground floor when encased in at least two inches of concrete or may be encased in an independent concrete jacket with a minimum wall thickness of two inches. Sec. 1310 (a) is amended t.o read: "(a) Appliances generating a glow, spark or flame capable of igniting flammable vapors may be installed in a residential. garage provided the pilots and burners, or heating elements and switches, are at least eighteen (18) inches above tYe floor level. "Exception: Carports, as defined by the Building Code of the County of Hawaii, having 100,' opening on one side and 50~ net opening or another side or the equivalent of such openings on two or more sides, provided tie adjacent ,round level is at or below the floor level of the carport." SECTION 84• ADDIPJG SEC. 1312 (i) AND O Sec. 1312 () and (~) are added to read: "(i) Listed ga,s fired water heaters need not be provided with a vent extended through the roof of the building (or enclosure) when installed outside the exterior walls of the building unenclosed, or in enclosures 33 with adequate openings near the top, except that an approved vent cap shall he provided. Vents connected to such water heaters shall terminate no closer than a multiple of twelve (12) inches for each 50,000 BTU per hour, or less, input to the water heater up to a maximum required distance of four (4) feet to any building opening, nor closer than one (1) foot above such opening. Protection of such water heaters from the weather shall be provided either by the appliance design itself or by an approved enclosure, when climatic or safety conditions warrant. "O Listed gas fired water heaters need not be provided with a vent to the exterior when installed in a parking garage under the following conditions: "(1) Such, a garage shall comply with the open parking ga:^age provisions of the Building Code. "(2) i'loor mounted heaters shall be installed so that tho bottom of the combustion chamber is at ].east eighteen (18) inches above thy: floor and outside grade 7.eve7.. ^(3) Heaters shall be protected against mechanical damage as provided in Section 1310 (c). "(4) An acceptable vent cap shall be provided. "(5) When location of the heater may result in unsatisfactory dispersions of combustion products, venting by means of a mechanical draft system to the exterior wall line or to other approved point of termination shall he provided. "(6) installaticn of heaters under these provisions shalt be approved by the Administrative Authority and Gas Utility." SECTION R5. A_T~~ NDInG APPENDIX D Appendix G is amended by adding to the paragraph under General the following sentence to read: "Sizing of rainwater piping and selections of rainfall density under this appendix are for references and optional use by the designer or;l_y."
