BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 15, Article 2, Section 45 is amended by adding Section 45-a thereto which reads as follows: "Section 45-a. Deleting Section 1413 of the Building Code. Chapter 14 is amended by deleting Section 1413 in its entirety." SECTION 2. This ordinance shall take effect upon its approval. Yadao, Chairman Public Works Committee Hawaii County Council Hilo, Hawaii Dear Mrs. Yadao: Many of my constituents feel that a smoke detector in the Building Code should be optional and I agree. There are many safety features that a building should have, but these are optional and better insurance rates, besides safety, will encourage homeowners to install as many safety features as they can afford. I know this has been adopted as a National Standard and recommended to your Committee by the Public Works Department, but I feel we should wait and see the benefits before we make it mandatory.
