Re: Capital Budget
Due to the washout of the original culvert structure during the November 2, 2000 flood, the
Federal Highway Administration (FHWA) has authorized the release of emergency relief funds.
Enclosed is a bill for an ordinance amending the Capital Budget by appropriating $4,000,000 of
federal funds for the Komohana Street Bridge at Alenaio Stream project. This project will
include the construction of a new bridge on Komohana Street.
The contract will be awarded before the end of December. Construction is expected to take an
estimated 180 calendar days. This new bridge should eliminate the recurring washout of
Komohana Street at the Alenaio Stream. Because of the urgency of this project, the Department
of Public Works would like to have this bill heard at the Council meeting scheduled for
November 29, 2000.

A. REQUEST:
Amendment to Ordinance Bill 00-64 to add appropriation for the Komohana
Street Bridge at Alenaio Stream project (Federal) in the amount of $4,000,000.
Work to include the construction of a new bridge on Komohana Street at Alenaio
Stream. The construction of this project will be 1008 federal funded.
B. BACKGROUND AND JUSTIFICATION ( E ADDITION L SHEETS AS NEEDED):
Due to the washout of the original culvert structure during the flood of
November 2, 2000, the Federal Highway Administration (FHWA) authorized
the release of Emergency Relief Funds for the construction of this
project. Komohana Street is a major roadway and is a major concern for
emergency response vehicles.

Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai'i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
