Emergency work, including Route 11 by-pass Pahala, may be eligible for 100% reimbursement. Enclosed is a bill for an ordinance amending the Capital Budget by appropriating $4,000,000 of federal funds for the Repair Flood Damage project. Because of the urgency of this project, the Department of Public Works would like to have this bill heard at the Council meeting scheduled for November 29, 2000. REQUEST: Establish an appropriation of $4,000,000 to receive disaster assistance reimbursements from the US Department of Transportation (USDOT), Federal Highway Adminstration (FHWA). B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): FHWA qualifying permanent repairs to various major streets such as Kawili, Ainaola, Haihai and Kawailani for damages caused by the November 1-2, 2000 storm will be cost shared at approximately 80% federal and 20W county basis. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review.
