Re: Capital Budget
The US Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS)
has qualified emergency and permanent repairs to various streams caused by the November 2000
storm. It has authorized the release of funds for 11 projects at approximately 85% federal and
15% county.
Enclosed is a bill for an ordinance amending the Capital Budget by appropriating $1,500,000 of
federal funds for the Stream Repairs project.
Because of the urgency of this project, the Department of Public Works would like to have this
bill heard at the Council meeting scheduled for November 29, 2000.

A. REQUEST:
Establish an appropriation of $1,500,000 to receive disaster
assistance reimbursements for from the US Department of
Agriculture (USDA), Natural Resources Conservation Service
(NRCS).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
NRCS qualifying emergency and permanent repairs to various
streams in the County of Hawaii caused by the November 1-2, 2000
storm will be cost shared at approximately 85% federal and 15%
county basis. There are 11 projects being processed. A
cooperative agreement will be executed for all federally approved
disaster recovery projects.

Hawaii, this written request is submitted with my approval that the above-referenced master be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
