ORDINANCE NO: 229
AN ORDINANCE AMENDING SECTION 7. 29 , THE CITY OF HILO ZONE MAP, OF CHAPTER 8
(ZONING CODE) , ARTICLE 2 , HAWAII COUNTY CODE, AS AMENDED, BY DELETING FROM
THE CITY OF HILO CIRCULATION PATTERN, THE PROPOSED 60-FOOT RIGHT-OF-WAY
COLLECTOR STREET WHICH WOULD HAVE LINKED KALANIANAOLE STREET AND TODD AVENUE
BY TRAVERSING PARCELS AT WAIAKEA, SOUTH HILO, HAWAII, COVERED BY TAX MAP
KEYS 2-1-20 :10 , 11, 12 , 13, 38 , 39 , 47 , 48 , 49 and 68 and 2-1-22 : 60 , 61,
62 and 80 .
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII :
SECTION 1. Section 7 . 29 of Chapter 8 (Zoning Code) , Article 2, Hawaii
County Code, as amended, is hereby further amended by adding thereto the
following subsection:
"7. 29 ( xx ) . The proposed 60-foot right-of-way collector street
situated at Waiakea, South Hilo, Hawaii, shall be deleted.
"All as outlined in red on the map attached hereto, marked Exhibit 'A'
and by reference made a part hereof. "
SECTION 2 . In the event that any portion of this ordinance is declared
invalid, such invalidity shall not affect the other parts of this ordinance.
SECTION 3. This ordinance shall take effect upon its approval.

Dear Mr. Suefuji:
SUBJECT: Deletion of Proposed Roadway
Keaukaha, Hawaii
At its meeting of March 19, 1976, the Hawaiian homes Commission
toot, the following actions:
1) Determined that the proposed roadway in Keaukaha extending
from Kalanianaole Avenue and terminating at Todd Avenue,
as delineated on the Road Alignments, Rights-of-Way, Flood
Hazard Areas and Zoning Map of the County of Hawaii (copy
attached), is not necessary to implement the purposes of
the Hawaiian Homes Commission Act of 1920, as amended; and
2) Authorized the Department of Hawaiian Home Lands to send
a letter to the County of Hawaii requesting that said road
be deleted from said map,
Please take the necessary action to effect deletion of said road
from said map. Your. attention to this matter will be appreciated.

DEPARTMENT OF HAWAIIAN HOD1E LANDS - AMENDMENT TO CITY OF HILO
ZONE MAP (PROPOSED ROADWAY)
The Department of Hawaiian Home lands is requesting an amend-
ment to the City of Hilo Zone Map relative to a proposed 60-foot
roadway through certain properties within the Keaukaha Hawaiian
Home Lands Subdivision, Waiakea, South Hilo. The proposed road-
way extends from Kalanianaole Street to Todd Avenue, a distance
of approximately 1,900 lineal feet. This proposed roadway would
affect fifteen (15) lots identified by the following Tax Map Keys:
2-1-7.0: 10 through 13, 38, 39, 48, 49, 68 & 69 and 2-1-22:59 through
62 & 80. .
Of these fifteen (15) lots involved, ten (10) have single
family dwellings on them while the remaining five (5) are vacant.
These lots are one-half acre and 1-acre in sizes.
This roadway was originally proposed within the previous
Genera]. Plan identified as "A Plan for the Metropolitan Area of
Hilo", thus was incorporated vaithin the City of Hilo Zone Map.

This roadway was proposed moo.--sfpv~:•=as an interinD road to serve
portion of the Hawaiian Home Lands which was designated for
industrial uses on the previous General Plan and the City of
Hilo Zone map. FIOwever, in September of 1974, the industrial
zoned areas within the Hawaiian Home Lands Subdivision was rezoned
to single family residential uses at the request of the Dept. of
Hawaiian Hom e Lands.
The present General Plan, adopted iri 1971, has omitted the
proposed roadway under consideration.
For'the Commissioners' information, there are several roadways
already providing access to the lots within the Keaukaha Iawaiian
Home Lands subdivision.
At its meeting of March 19, 1976,~the Hawaiian Homes Commission
took. the following actions regarding the proposed roadway:
"1. Determined that the proposed roadway in Keaukaha extend-
ing from Ralanianaole Avenue and terminating at Todd
Avenue, as delineated on the Road Alignments, Rights-
of-Way, Flood Hazard Areas and Zoning Map of the County
of Hawaii, is not necessary to implement the purposes
of the Hawaiian f?omes Commission Act of 1920, as
amended; and
"2. Authorized the Department of Hawaiian Home Lands to send
a letter to the County of Hawaii requesting that said
road be deleted from said map."
All cooperating agencies, including the State Department of
Transportation, Highways Division and the Department of Public
Y7orla; had no co~ments on or objections to the deletion o£ the
proposed roadv:ay.
