Comm. 471: HAWAII STATE ASSOCIATION OF COUNTIES (HSAC) EXECUTIVE QQNIlvIITTEE NIEETINC OF AUGUST 22. 1997 From Al Smith, Secretary-Treasurer, HSAC, dated August 26, 1997, submitting highlights of the E$ecutive Committee meeting of August 22, 1997. Actions are requested on the following: 1. Honolulu Council Resolution 97-255, urging the Governor and the four counties of the State to collectively establish a statewide uniform alcohol and substance abuse testing policy. (See attached resolution.) ~,,~TION REQUESTED: Support of Honolulu Council Resolution 97-255, by the Hawaii County Council. 2. Proposed interim amendments to the HSAC bylaws and policies dividing the duties of the Secretary-Treasurer into two separate offices and, also, eliminating the office of HSAC Second Vice President. (See attached proposal.) ACTIQN REQUESTED: Support of the proposals by the Hawaii County Council. FC-21 Page 3 September 16, 1997 Comm. 476: ORDINANCE BILL TO REDIRECT PROJECTS FOR DISTRICTS 4, 7 (Bill 136) AND 8 WHICH WERE TRANSFERRED TO THE CAPITAL PROJECTS FUND IN RESOLUTION 113-97 From FC Chair Aaron Chung, dated September 3, 1997, transmitting the above bill. The projects are as follows: Projects for District 7: PATH (Bridge) $31,500 Kona Veterans Cemetery 10,000 Projects for District 8: Kona Veterans Cemetery $10,000 Kona Skateboard Park 10,000 Kona Horseshoe Pits 3,600 Kona Roller Hockey Rink 10,000 Kona Airport Park Bleachers 10,000 The list of District 4 projects will be submitted directly to the Deparment of Parks and Recreation. District 4 Park Improvements will total $60,000.
