ORDINANCE NO. ~~_6
AN ORDINANCE AMENDING CHAPTER 1.4 (SEWERS CODE), HAWAII COUNTY
CODE 1975.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 14 of the Hawaii County Code 1975,
pertaining to sewers, is hereby amended in the following respects:
a. By adding a new paragraph to Article 1, Section 3.03,
pertaining to exceptional wastes, to read as follows:
"When the standards of the Engineer for requiring
pretreatment are less stringent than those promulgated
by the U. S. Environmental Protection Agency, the standards
of the U. S. Environmental Protection Agency will be those
used for waste flows being discharged into wastewater
treatment facilities."
b. By amending Article 2, Section 1.05, pertaining to
construction standards, to read as follows:
"All Sewage Works construction shall be performed in
accordance with the latest edition of the Standard Speci-
fications for Public Works Construction and the Standard
Details for Public Works Construction."
c. By adding a new Section 1.03 to Article 3, pertaining
to user charges, to read as follows:
"'Sec. 1.03 SEWER RATES FOR THE KULAIMANO AREA Monthly
charges for sewer service f'or the Kulaimano area shall be
based as follows:
(a) Monthly Flat Rate
Single-Family Residential........ $5.50/month
Multi-Family Dwelling Units ..... $5.00/unit/month

d. By adding a new section to Article 3, pertaining to
user charges and industrial cost: recovery covered under PL 92-500,
to read as follows:
"Sec. 6 FOR WASTEWATER TREATMENT FACILITIES FUNDED
UNDER PL 92-500, AS AMENDED.
(a) The user charges attributed to any waste-
water treatment facility funded by Federal
grant issued under Pl 92-500, as amended,
shall be reviewed and evaluated annually and
revised if necessary on the basis of actual
operation and maintenance costs.
(b) An industrial cost recovery system will
be established and placed in operation at the
time the first .industrial user introduces
industrial waste into a wastewater treatment
facility funded by Federal Grant issued under
PL 92-500, as amended."
SECTION 2. This ordinance shall take effect upon its
approval.
