HomeMy WebLinkAboutORD 1979-419 1976-1980BILL NO. 36ES (REVISED) COUNTY OF HAWACI - STATE OF HAWAII ORDINANCE NO. 419 AN ORDINANCE AMENDING CH:IPTER 2 (ADMINISTRATIVE CODE), HAWAII COUNTY CODE, AS A19ENDED, BY ADDING A NEW ARTICLE RELATING TO THE ESTABLISI3MENT OF A POLICY REGARDING Tf[E REQUIREMENT OF FINANCIAL IMPACT STATEMENTS (FIS) BE IT ORDAINED BY THE CO~JNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 2 of the Hawaii County Code, as amended is hereby further amended by adding thereto the following Article: "AR'CICLE 7" Financial Impact Statements SEC. 1. INTENT A. To ensure responsible review and analyses wi~~h regard to full financial ramifications of any new Cap:~tal Improvement Projects, Op=rating Programs or Activitie:~, Expansion or Existing CIP or Operating Programs and Purchases of New Additional Equipment or Services Exceeding $25,000; that each of these endeavors must be submitted with a FIS covering five (5) years subsequent to consider- ation. SEC. 2. RESPONSIBILITY FOR FILING OF FINANCIAL IMPACT STATEMENTS. A. It shall be the responsibility of the agency, department or person requesting the appropriation to prepare, file and if necessary to explain and justify the merits of the request to the Hawaii County Council B. No request for appropriation will be accepted for consideration without the filing of FIS. SEC. 3. INFORMATIOr REQUIRED ON EACH FIS. A. An expenditure flan. B. Future expenditure requirements and/or maintenance costs that will continue beyond the project cost. C. Benefits or beneficiaries of the project. D. Funding source rind a breakdown of matching funds. SEC. 4. EXEMPTIONS. A. Any existing project, program or activities for which funds have been apf~ropriated or allotted that have not exceeded the original appropriation including the 10 Fer cent over-run permitted by law, shall be exempt. B. Any on-going project, program or activity which was approved predicated on anticipated future incremental funding shall be exempt. C. Any project, program or activity in participation with State, Federal or a~iy other entities requiring County financial or in-kind con=ributions may be exempt from provisions of this law u~~on written agreement between the County Administration anct the Hawaii County Council. D. Any emergency situation affecting the health, welfare and safety of tha residents of the County of Hawaii. E. Replacement equipment. SEC. 5. This ordinance shall take effect upon ins approval.
