SECTION 1. Legislative Intent
As alternate means of transportation are sought, the establish
went of bikeways deserves ::serious consideration. Thy: need for
the establishment of a bik€~way system i:~ gui-~c apparent.
At the present ti~:e, the County of Hawaii. utilizes Chapter 291-C
of the Hawaii Revised Statutes (Statewide Traffic Code) for govern
ing tl~e operation of bicycles. 'this traf'ic ~vode requires that,
°'~7nenever a usable ~~icycle lane has been provided on <a ha:ghway,
any person operating a bicyc~.et..shall rime withi^ such bicycle
lane...'= There is only one h~;~:hway in the County which incorporates
a designated lane for bicycles. Located ib~ Kailua, this lane is
the beginning of .~. syste*~ of bikeways in the county. Tn the interim,
cyclists Faust share the roadwa~?:~ and/or sidewalks. However., this
sharing of roadways and sidew_a~:ks , togethp,~ wi th the increase of
motorists and cyc.ists, pr~s~nt the probability of increased con

is also linkbd to the Federal highway Adm~nistrationR a ma~;or
source of bikeway funding, which stresses the-need for a master plan
in order to receive federa:~.~aid participation on eligible bikeway
projects.
While the Bikeway Plan was developed in response to growing cone-erns
for the bicyclist, it included consideration of other plans and
programs, including the Ba,~e 1a~ Hawaii: ~h State of Hawaii Halter
Plan. The Co7.~nty General ~'lai, ~tYiicris directs the overa~.l develops
meat of -the County, was eor~sltrd for po~.~.cy guidance statements.
It is with these following policy statements ~.n wind that `he Bike
way Plan was formulated.
The relationship of any bikeway system to other transportation syst~:r-as
cannot be overlooked, both in terms of conceptual development and
implementation. By planning f-or the best. use of bicycles ~:n cQn~
junction.=.aith other modes of transportation, the bikeway system-can
provide an atmosphere of soc~.al, economic p en~~ironmeratal and health
ful well-being. The bicycle 3~i11 not ~ ::place other modes of
transportation. but, if p~,anned for properly, can complete the trans
portation network.. The Bik.ewalt Plan wi.l~ be used to-guide the ineor-
poratioM of bicycles within the total tr~~h.sportatior network.
SECTIOI~T 2. Adoption of The Bikeway Plan
The draft of The Bikeb;~ay Plan, as prepared by the County of Hawaii
Planning Department, and as recommended for. approval by the Planning
Commission on December 14, 1978, is hereby offici:~lly adopted as
The Bikeway Plan, County of Hawaii, State of Hawaii.
SECTION 3. Severability
If any provision of this ordinance or the application-thereof to
any person or circumstances is held invalid, such invalidity shall
not affect other provisions o applications of the ordinance which
can be given effect ~zxithout the invalid provision or application,
and to this end the provisions of this ord~.nance are declared to
be severable.
SECTION 4. This ordinance shall take effect upon its approval.
