AN ORDINANCE RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 1979 TO JUNE 30, 1980.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. The follow%ng amoa~,nts to be received from the saJ_e of general obligation bonds are hereby appropriated
to the projects and for the purposes designated in Section 2.

SECTION 3. The Director of Finance is authorized to open appropriate accounts for each project, to make monies
available, and. to expend funds for the projects listed ]~.erein.
SECTION 4. The appropriation and authorization in Section 2 includes land. purchase, plans, site preparation,
improvements to .and. and construction.

SEC'FEO~V 5. E'he Mayor, upon recommendation of the Planning Director, the Director of Finance, anal the Department
Dead of the designated expending agency, shall d~ter~sine wk~en the authorised project shall be initiated, taking into
consideration the factors of public need, general financial condition of the general fund, highway fund, sewer f_und.,
parking meter fund, and revenue sharing fund, as well as the general economic condition. T.he Mayor shall have authority
to defer projects for reconsideration by the Council whenever it is determined that the fiscal and economic condition
does not warrant expenditure of the appropriated funds.
