SHC°IION 1. Legislative Intent
The Northeast Hawaii, Community Develop~aent Plan (NHCDP) i
a d.ir~ct outgrowth of the County }~ex¢eral Plan ~rhich was adopted
in 1971 as Ordinance No. 439. The ~Yorth~ast Ha=~=a~.i Conu~nunity
D~velop~ent Plan is ~aas~d on the $,~oals, policies, standards,
and courses of action outline in the General. Plan. Thy purposes
the Northeast Hawaii Co~<~cunity Der=clopra~ent Plan are to further
clarify the General Plan. policies and to establish a sore
d~tail~d program for impl~~ae~ating the General :Plan within the
Northeast region of the Island of Hawaii.
The aromas covered ~n=ithin this plan inclu~s the district of
Haanakua, North Hilo and portions of South Hilo from Honoli'i
Str~aar- northward or otherwise id~~at-~.fi~d as U.S. Census ~'ract
201.
