AN ORDINANCE RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 19E
JUNE 30, 1981.
BE IT ORDAINED FY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. The following amounts to be received from the sale of general obligation bonds aY
appropriated to the projects and for the purposes designated in Section 2.

SECTION 3. The Director of Finance is authorized to open appropriate accounts for each project, to rr.
available, and to expend funds for the projects listed herein.
SECTION 4. The appropriation and authorization in Section 2 include land purchase, plans, site prep
improvements to land and construction.
SECTION 5. The Mayor, upon recommendation of the Planning Director, the Director of Finance, and the
Head of the designated expending agency except for the Department of TAater Supply, shall determine when tY
project shall be initiated, taking into consideration the factors of public need, general financial Condit
general fund, highway fund, sewer fund, parking meter fund, and revenue sharing fund, as well as the gene
condition. The Mayor shall have authority to defer projects for reconsideration by the Council whenever
_iat the fiscal and economic condition does not warrant expenditure of the appropriated funds.
SECTION 6. The Manager of the Department of Water Supply sha~_1 be authorized to open an appropriate
Development Fund which shall be reimbursed by facility charges levied upon new users. The reimbursed funs
terminated upon the regeneration of the initial appropriation from the proceeds of the facility charges,
shall then be returned to the Capital Improvement Fund of the County.
SECTION 7. This ordinance shall take effect on Ju~_y 1, 1980.
