Your Committee on Finance, to which was refeaed Bill No. 323, reports as follows:
Bill No. 323, transmitted by Director of Finance Dixie Kaetsu, via Communication No. 930,
dated September 12, 2000, amends Ordinance No. 00-64, as amended, the Capital Budget ending
June 30, 2001, by reappropriating lapsed fuel tax funds and establishing the following district
appropriations:

Puna $ 334,004.05
South Hilo $ 292,868.59
North Hilo $ 1,386.64
Hamakua $ 933.00
South Kohala $ 47,629.92
North Kona $1,052,43 5.47
South Kona $ 698.08
TOTAL: $2,287,273.17
This ordinance reappropriates the lapsed 1988-92, 1994-96 and 1996-98 fuel tax district
appropriations as shown on Exhibit A. Because the original amounts were established by
formula and to maintain equity, lapsed district funds would be reappmpriated back to their
respective districts. Allotments from these district appropriations shall be made to the specific
projects listed on Exhibit B.

Funds for these projects shad be provided from the following accounts of the Capital Project
Fund:
2271.22 Fund Balance -Fuel Tax Increase 88-92 $ 198,273.46
2271.25 Fund Balance -Fuel Tax Increase 94-96 $ 341,116.53
2271.26 Fund Balance -Fuel Tax Increase 96-98 $1,747,883.18
TOTAL: $2,287,273.17
Originally heard on October 3, 2000, this measure was deferred at the Department of Public
Works request, in order to familiarize some Committee Members on the fuel tax program.
Some members of Your Committee expressed concerns regarding lapsed funds being
reappropriated back to the originating districts.
Your Committee on Finance is in accord with the purposes and intent of Bill No. 323 and
recommends it pass first reading.
