Your Committee on Finance, to which was referred Communication No. 953, reports as follows:
Communication No. 953, transmitted by the Hawaii State Association of Counties (HSAC) Vice
President Al Smith, dated October 11, 2000, submits highlights of the HSAC Executive
Committee meeting of September 29, 2000, and requests the approval of an amendment to the
HSAC Policy.
The communication proposes to update the outdated HSAC Policy on Mid-year Conferences and
propose changes which will minimize potential staffing conflicts at future HSAC Conferences.
Under the proposed Policy amendment, Hawaii County, along with Kauai County, will be
responsible for hosting HSAC Conferences during odd-numbered years and Maui County and
City and County during even-numbered years.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 953
and recommends the approval of the HSAC Policy concerning Conferences.
