ORDINANCE NO.. Sa3 46
AN ORDINANCE AMENDING DIVISION 11 ,. ARTICLE 1, CHAPTER 25 (ZONING
CODE) OF THE HAWAII COUNTY CODE 1983, AS AMENDED, RELATING TO
OFF-STREET PARKING REGULATIONS.
BE IT ORDAINED BV THE COUNCIL OF THE COUIJTY OF HAYIAII:
SECTION 1. Section 25-71, Division 11, Article 1, Chapter 25 of
the Hawaii County Code 1963, as amended, is further amended to read
as follows:
"Section 25-71. PARKING STALL DIMENSION; STANDARDS.
(a) Each parking space or stall shall have a minimum
width of nine feet and a minimum length of eighteen
feet.
(b) A maximum of [ten] thirty-three percent of the
stalls may be allocated for small cars and other
vehicles. Stalls for small cars shall [:
(1) Have) have a minimum width of [seven] eight
feet and minimum length of [fourteen] sixteen
feet[;].
(c) All parking stalls:
(1)[(2)] Shall be [Be] individually accessible;
[and]
(2)May have a three feet unpaved car overhan
area• and
(3)In V, CN, CO, CG, CV, ML, MG and RM districts,
shall be paved with an all-weather, dust free
surface.
(d) For any parking stall containing a building
column, that column may intrude six inches into the
required width. A wall shall not be considered a
building column.
(e) Minimum aisle •drivewa or back u s ace widths
shall consist of the following dimensions:
Angle of Parking (to Curb) Minimum Width

to 60° 18'

SECTION 2. Section 25-73, Division 11, Article 1,
Chapter 25 (Zoning Code) of the Hawaii County Code 1983, is amended
to read as follows:
"Section 25-73. PARKING SPACES REQUIRED FOR VARIOUS USES.
(a) The number of parking spaces for each use shall
be as follows:
(1) Automobile, machinery or equipment sales and
service garages: one for each five hundred
square feet of gross floor area.
(2) Banks, post offices, commercial and
professional offices, furniture and appliance
stores, household equipment or furniture
repair shops: one for each [four ]two hundred
square feet of gross floor area.
(3) Bowling alleys: four for each alley.
(4) Churches[, schools, sports arenas,
auditoriums, theatres, assembly halls]: one
for each six seats in the principal assembly
room.

(5) Clubs, lodges, social orders, fraternal
organizations, dance halls, assembly halls
without fixed seats, exhibition halls,
[restaurants,) night clubs, and commercial
places of amusement: one for each [two] one
hundred square feet of gross floor area[.) and
one _f or each employee in addition to any
office parking requirement
(6) Dwelling: one for each family or dwelling unit.
(7) Funeral homes and mortuaries: three for each
parlor or one for each seventy-five square
feet of gross floor area, whichever is greater.
(8) Hospitals, nursing homes, convalescent homes,
rest homes, and homes for the elderly: one
for each bed.
(9) Rooming and lodging houses, religious,
fraternal or social orders having sleeping
accommodations: one for each two beds.
(10) Medical or dental clinics or groups and sole
practitioners: [four] five spaces for each
[doctor or dentist] professional practitioner.
(11) Hotels, apartments, and motels:
(A) Accessory portions same as otherwise
regulated;
(B) For hotel guest units [or guest rooms)
without kitchen units, one for every three
units; [and]
(C) For hotel quest units wi'h kitchen units
one and one quarter for every unit- and
[(C)] (D) Apartments and motels, one and one
quarter for each unit.

(12) Retail stares and shops:
(A) In a V district, in a CN district, or in
any district as part of a defined shopping
center: one for each two hundred square feet
of gross floor area; or
(B) In other areas: one for each three
hundred square feet of gross floor area.
(13) Industrial, manufacturing, and research uses:
(A) If possible to determine, one for each
employee [expected to be on the premises at
any one time,) based on the largest work
shift• or,
(B) If otherwise, one for each eight hundred
square feet of gross floor area.
(14) Wholesale establishments, warehouses and bulk
storage: one for each one thousand square feet
of gross floor area plus one for each
employee[.] on the largest work shift
(15) Other general business uses in CG districts
and in other districts as permitted: one for
each four hundred square feet of gross floor
area.
(16) Community swimming pools: one for each forty
square feet of pool area.
(17) Restaurants bars drive-ins: one for each
one hundred and fifty square feet of gross
floor area.
(18) Schools (grades k - 9): ane for every
classroom.

(19) Schools (grades 10 -12 colleges)• one for
every six seats and any office parking
requirement in addition to one for every six
seats in the principal assembly room
(20) Sports arenas, auditoriums thea'ers assembly
halls with fixed seats: one for every four
seats.
(21) Self-service laundromats dry cleaninq• one
for everv two machines (washer or dryer)
(22) Golf courses: four for every hole
(23) Tennis/racquetball courts: three for every
court, domestic courts excluded
(24) Skating rinks: one for every two hundred
square feet of gross floor area
(?5) Full commercial laundry service
establishment: one for each employee on the
largest work shift plus loadin space
requirement."
SECTION 3. Sectio n 25-74, Division 11, Article 1, Chapter 25
(Zoning Code) of the H awaii County Code 1983, is amended to read as
follows:
"Section 25-74. OFF-STREET LOADING SPACE.
(a) In any district in connection with every building
or part thereof hereafter erected and having a gross
floor area of [tent five thousand square feet or more,
which is to be occupied for manufacturing, storage,
warehousing, goods display, retail sales, a hotel, a
hospital, a mortuary, a laundry, a dry cleaning
establishment, or other uses similarly requiring the

receipt or distribution by vehicles of material or
merchandise, there shall be provided and maintained at
least one off-street loading space plus one additional
off-street loading space, for each additional [twenty]
ten thousand square feet."
SECTION 4. Section 25-76, Division 11, Article 1, Chapter 25
(Zoning Code) of the Hawaii County Code 1983, is amended to read as
follows:
"Section 25-76. DETERMINATION OF PARKING AND LOADING SPACE
BY DIRECTOR.
(a) The director may increase any of the requirements
in this division under plan approval [in accordance
with public necessity and convenience after reviewing
a particular use and its own particular
characteristics.]only after reviewin the proposed
use(s) and its impact to the immediate area and making
a finding that the increase will further the public
safety, convenience and welfare
(b) In case there is any doubt as to the requirements
for parking or loading space for any use not
specifically mentioned or for any other reason, the
director shall make such determination.
(c) In computing the number of parking spaces
required, fractions of one-half (or S) and over shall
be rounded to the next highest whole number "
SECTION 5. Section 25-73, Division 11, Article 1, Chapter 25
(Zoning Code) of the Hawaii County Code 1983, is amended to add a
new subsection to read as follows:
"(b) Where uses and activities do not occur
simultaneously, parking space requirements may he
shared, provided that:

(1) Tlie utilization of the combined arkin is
shown to the satisfaction of the director to
be non-competing as to time of use
(2) The number of arkin s aces is based on the
largest parkinq requirement of those
respective facilities•
(3) Th_ a parkinq areas are not more than five
hundred feet from an of the huildin s housin
the aativities• and
(4) The parkinq areas are encumbered for that use
for the life of the facilities bein served."
SECTION 6. Division 11, Article 1, Chapter 25 (Zoning Code) of
the Hawaii County Code 1983, is amended to add a new section to read
as follows:
"Section 25-73.1. PARKING SPACES FOR THE PHYSICALLY
HANDICAPPED.
(a) For all non-residential uses includin
commercial, industrial and institutional arkin
stalls for the h sicall handica ed shall have a
minimum width of thirteen feet and a minimum len th of
eighteen feet.
(b) Parking stalls for the physically handicapped
shall be desi ned to the s ecifications of the
"American National Standards Institute 1980, for
Parking and Passenger Loading" and required in the
following ratio•

SECTION 7. Material to be repealed is bracketed. New material
is underscored. In printing this ordinance, the brackets, bracketed
material and underscoring need not be included.
SECTION 8. In the event that any portion of this ordinance is
declared invalid, such invalidity shall not affect the other parts
of this ordinance.
SECTION 9. This ordinance shall take effect upon its approval.
