HomeMy WebLinkAboutORD 1983-872 1980-19841 ~ . r`t BILL N0. 934 COUNTY OF HAWAII - STATE OF HAWAII ORDINANCE N0. 8RT2+ AN ORDINANCE AMENDING SECTION 7.29 (THE CITY OF HILO ZONE MAP), ARTICLE 2, CHAPTER 8 (20NING CODE) OF THE HAWAII COUNTY CODE, AS AMENDED, RELATIVE TO THE PROPOSED WIDENING AND REALIGNMENT OF A PORTION OF KUKUAU STREET AT KUKUAU 1ST, SOUTH HILO, HAWAII. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Section 7.29, Article 2, Chapter 8 (Zoning Code) of the Hawaii County Code, as amended, is hereby further amended to add a new subsection to read as follows: "7.29 (11111)• The existing Kukuau Street, 20+ ft. wide right-of-way, shall be widened to a 60-ft. road right-of-way, collector street. widening shall occur only on the southeasterly or Puna side of the existing Kukuau Street beginning from a point approximately 350 feet below the Kumukoa Street/Kukuau Street intersection and proceeding northeasterly (makai) for a distance of approximately 850 linear feet. In addition, beginning from the end of the aforementioned Kukuau Street widening, the proposed Kukuau Street realignment (60-ft.wide road right-of-way, collector street) shall be extended northeasterly to Kinoole Street, a distance of approximately 1750 linear feet. The necessary radius returns shall be provided at the Kapiolani Street, Ululani Street and Kinoole Street intersections. All as shown on the map attached hereto, marked Exhibit "A" and by reference made a part hereof." SECTION 2. In the event that any portion of this ordinance is declared invalid, such invalidity shall not ~f-fect other parts of this ordinance. 1 SECTION 3. This ordinance shall take effect upon its approval. AMENDMENT TO CITY OF HILO ZONING MAP: KUKUAU STREET WIDENING AND REALIGNMENT The Planning Director is initiating an amendment to the City of Hilo Zoning Map by delineating the future road right-of-way width of Kukuau Street, Kukuau 1st, South Hilo. Since the existing right-of-way width of portion of Kukuau Street is only twenty feet wide, the Planning Director with the concurrence of the Department of Public works, is initiating a change which would widen portion of the existing roadway as well as realigning a portion away from the existing roadway. The proposal is to provide a 60-foot wide right-of-way between Kumukoa Street in the vicinity of the Pacific Heights development project and Kinoole Street, a distance of approximately 2,600+ linear feet or one-half mile. This 60-foot wide right-of-way will be an extension of the existing right-of-way width of Kukuau Street between Komohana Street and Kumukoa Street. The widening slightly makai of Kumukoa Street will be along the exiting 20-foot wide roadway, a distance of approximately 850+ linear feet. An additional 40-foot future road widening strip is being delineated along the Puna side of the existing Kukuau Street. The remaining section until Kinoole Street, a distance of approximately 1,750+ linear feet, will be completely realigned. The realigned section of this roadway is presently noted as the Kumu Street Extension on the Tax Map Book. This road widening proposal will affect fifteen lots identified as TMK: 2-4-25:14, 61-66, 68, 71, 72, 79-81, 90 and 99. Parcels 79, 80 and 81 are already designated as roadway lots. The Bamboo Garden cocktail lounge is situated on parcel 90. In 1981, the landowner entered into an agreement with the Planning Department guaranteeing the demolition and removal of all improvements on that lot when the County decides to construct the subject roadway. Single family dwellings are situated on parcels 61, 64, 65, 66, 71, 72 and 99. All of these dwellings are adequately setback from the proposed road widening line. The remaining parcels are vacant. It should be noted that a majority of the affected parcels were recently subdivided. As part of the subdivision approvals, the future road widening was delineated on the subdivision maps. It should also be noted that there is no definite timetable nor funds available for the immediate construction of this roadway.
