ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 17 OF THE HAWAII COUNTY CODE
RELATING TO PLUMBING.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Section 17-9, Article 2, Chapter 17, of the
Hawaii County Code is amended to read as follows:
"Section 17-9. Violations and penalties. Any persons
violating any of the provisions of this Code shall be deemed
guilty of a misdemeanor and upon conviction thereof shall be
punishable by a fine not to exceed [$300J $1000 or by
imprisonment for not more than three months, or by both fine
attd imprisonment. Each separate day or any portion thereof
during which any violation of this Code occurs or continues
shall be deemed to Constitute a separate offense, and upon
conviction thereof shall be punishable as herein provided.
Where work for which a permit is required by this Code is
started or proceeded prior to obtaining said permit, the fees
specified in section 17-18 shall be doubled, or $50, plus the
fee specified in section 17-18, whichever is greater, but
payment of such fee shall not relieve any persons from fully
complyiny with the requirements of this Code in the execution
of the work nor from any other penalties prescribed herein.
This provision does not apply to emeryency work when it shall

be proved to the satisfaction of the administrative authority
that such work was urgently necessary and it was not practical
to obtain a permit therefor before the commencement of the
work. In all such cases a permit must be obtained as soon as
it is practical to do so, and if there be an unreasonable delay
in obtaining such a permit, the penalty will be charged."
SECTION 2. Section 17-15, Article 2, Chapter 17, of the
Hawaii County Code is amended by amending subsection (b) to
read as follows:
"(b) A permit may also be issued to a home owner [to
perform] for plumbing work on a single family dwelling which
the homeowner will personally occupy and use exclusively for
living purposes, provided such [person is licensed under
chapter 448E, HRS, to perform such work] work is performed' by a
person licensed under chapter 448E, HRS. The owner shall note
on the permit application the name and license number of the
plumber and his address and telephone number. Only one such
permit may be issued to such a home owner, unless the
administrative authority finds that strict application caould
result in practical difficulty and hardship and that the
granting of a second permit would not be contrary to the
purpose of the Code. This does not preclude the home owner
from obtaining additional permits for the same building or
accessory building on the same lot."

SECTION 3. Section 17-16, Article 2, Chapter 17, of the
Hawaii County Code is amended by amending subsection (e) to
read as follows:
"(e) Expiration. Every permit issued by the
administrative authority under the provisions of this Code
shall expire by limitation and become null and void, if the
work authorized by such permit is not commenced within (ninety]
one hundred twenty days from the date of issuance, or if the
work authorized by such permit is suspended or abandoned at any
time after the work is commenced for a period of [ninety] one
hundred twenty days; [providing further] provided, however,
that a permit issued for work on construction having a valid
building permit, shall expire only when such building permit
expires.
Where a permit expires, before such work can be
recommenced, a new permit shall be first obtained so to do, and
the fee shall be one-half the amount required for a new permit,
provided no changes have been made or will be made in the
original plans and specifications of such work; and provided,
further, that the suspension or abandonment has not exceeded
one year."
SECTION 4. Section 17-17, Article 2, Chapter 17, of the
Hawaii County Code is amended by amending subsection (b) to
read as follows:

SECTION 5. Section 17-22, Article 4, Chapter 17, of the
Hawaii County Code is amended to read as follows:
"Section 17-22. General provisions.
(a) It shall be unlawful for any person to perform any
work covered by this Code in violation of those provisions of
section 448E, Hawaii Revised Statutes, relating to the
licensing of electricians and plumbers.
(b) Unlicensed persons may perform work covered by this
Code providing such work performance is not in violation of
section 444, Hawaii Revised Statutes.
[(c) A plumbing contractor shall operate from a
legitimate place of business located in an area zoned for such
purpose.]"
SECTION 6. Section 17-23, Article 5, Chapter 17, of the
Hawaii County Code is amended to read as follows:
"Section 17-23. Adoption of Uniform Plumbing Code.
Except for articles 1, 2, 3, and 4 of this chapter that certain
plumbing code known and designated as 'International
Association of Plumbing and Mechanical Officials Uniform
Plumbing Code, [1976] 1982 Edition' published by the
International Association of Plumbing and Mechanical Officials,
5032 Alhambra Avenue, Los Angeles, California 90032, is hereby
adopted by reference and made a part hereof, subject to the
amendments hereinafter set forth as the standard for plumbing
work covered by this Code."

SECTIUN 7. Article 6, Chapter 17, of the Hawaii County
Code is repealed.
SECTION 8. Chapter 17 of the Hawaii County Code 1983 is
amended by adding a new article to read as follows:
"Article 6. Amendin the Plumbin Code.
Section 17-24. Amendin section 103(a). Section 103 (a)
is amended to read:
'(a) Backflow - Backflow is the flow of water or other
liquids, mixtures, or substances into the distributin i es of
a potable supply of water from any source or sources. (See
Back-Siphonage.)'
Section 17-25. Amending section 103(m). Section 103(m),
Building Drain, is amended by deleting the words 'two (2) feet
(.6m)' appearing in the fourth line and inserting in lieu
thereof the words 'five feet (1.5m).'
Section 17-26. Adding subsection (h)(1) to section 104.
Section 104 is amended by addin subsection (h)(1) to read:
'(h)(1) Control Valve (Water) - A control valve is any
type of valve which can change the flow rate of water, which
includes compression stop valves.'
Section 17-27. Adding subsection (a)(1) to section 109.
Section 109 is amended by addin subsection (a)(1) to read•
'(a)(1) Health Officer - Health officer means the
director of health, State of Hawaii, or his authorized a ent.'

Section 17-28. Adding subsection (f) to section 109
Section 109 is amended by addinq subsection (f) to read:
'(f) Household Aerobic Sewa e Treatment System - An
aerobic process of treating sewage which produces a stabilized
effluent, which effluent can be disposed of into seepage pits
or subsurface disposal fields.'
Section 17-29. Amendin section 117('). Section 117('),
Private Sewage Disposal System, is amended by addinq the words
'a cesspool used for an interim eriod, a se tic tank or an
individual Household aerobic Sewa e treatment system' in lieu
of the words 'a septic tank' appearin in the second line
thereof.
Section 17-30. Amendin section 120(b). Section 120(b),
Seepage Pit, is amended by addin the words 'or a household
aerobic sewage treatment unit' between the words 'tank' and
'so' appearing in the second line thereof.
Section 17-31. Adding section 120(f)(1).
Section 120(f)(1) is added to read:
'(f)(1) Single-Stack System - A sin le-stack system is a
specially designed plumbing system wherein a common stack
serves as a drainage pipe as well as a vent pipe.
Section 17-32. Amending section 124(e). Section 124 (e)
Water Main, is amended to read:
'(e) Water Main - The water main is the water supply or
distribution pipe within the street for ublic or community
use.'

Section 17-33. Amending table A, homo enous bituminized
fiber drain and sewer pipe. Table A, at the end of chapter 2
for homogenous bituminized fiber drain and sewer pipe
'F'ootnote Remarks' is amended to read: 'notes 1 and 7.'
Section 17-34. Amending table A, polyethylene (PE 3406)
natural gas yard piping (installation). Table A, at the end of
chapter 2, polyethlene (PE 3406) natural as yard ipin
(installation) is amended to read:
'Polyethylene (PE 3406) natural as and liquefied
petroleum gas yard piping (installati.on).'
Section 17-35. Amending table A by deletin oly (vinyl
chloride)(PVC) natural gas yard piping (installation). 'poly
(vinyl chloride)(pVC) natural gas yard piping (installation)'
is deleted from table A, at the end of cha ter 2.
Section 17-36. Adding footnote '7' to table A. Table A,
at the end of chapter 2, footnote '7' is added to read-
'7. This pipe is to be installed strictly to the
manufacturer_'s specifications. Each installation shall be
considered on its own merits and the administrative authority
shall determine additional installation requirements based on
soil, loading, and climatic conditions.'
Section 17-37. Amending section 306. Section 306 is
amended to read:
'Section 306. Plans required.

Plans shall be required prior to issuance of a p]umbinq
permit to perform work covered by this Code as provided under
section 17-16(b).'
Section 17-38. Amendin section 310(x). Section 310 (a)
is amended b_v changing the comma after the word 'fittin '
appearing in the third line thereof to a period and deletin
the remainder of the sentence.
Section 17-39. Deletin section 310(f). Section 310 (f)
is deleted.
Section 17-40. Amending section 315(d). Section 315 (d)
is amended by deleting the words 'two (2) feet ( 6m)' a pearing
in the third line thereof and insertin in lieu thereof the
words 'five feet (1.Sm).'
Section 17-41. Amendin section 316(6)(7).
Section 316(6)(7) is amended to read:
'(7) ABS-DWV, PVC-DWV - ABS-DWV and PVC-DWV shall be
supported at intervals not to exceed four feet (1.2m).'
Section 17-42. Deleting section 317(x). Section 317 (a)
is deleted.
Section 17-43. Amending section 318(x)(2).
Section 318(x)(2) is amended to read:
'(2) Advance notice. It shall be the duty of the person
doing the work authorized by the permit to notify the
administrative authority orally or in writing that said work
will be ready for inspection. Such notification shall be given

not less than forty-ei ht hours before the work is to be
inspected.'
Section 17-44. Amending section 401(a). Section 401 (a)
is amended to read:
'(a) Drainage pipe shall be cast iron, alvanized steel,
galvanized wrought iron, lead, co er, brass, ABS PVC, or
other approved materials Navin a smooth and uniform bore,
except that:
(1) No galvanized wrou ht iron or alvanized steel
pipe shall be used underground and shall be kept at least six
inches (152.4mm) above round.
(2) ABS or_PVC installation, primarily for domestic
sewage, shall be limiteo to construction of not more than
four levels or branch intervals, whichever is less;
however, not to exceed total projected vertical waste and
vent stack height of forty feet, irres ective of IAPb10
Standards IS 5 and IS 9 restrictions to Nei ht.'
Section 17-45. Amending section 403(b). Section 403 (b)
is amended by adding an exce tion provi:~ion to read•
'Exception: when approved by the administrative
authority,_other tables of loading limits based on engineered
studies and testings may be used in the sizing of drainage and
vent piping. The administrative authority may require
supporting data, prepared and stamped by a registered
professional engineer or architect, submitted for each

project. The use of higher loading limits extracted from
different tables for the same project or draina e system is not
permitted.'
Section 17-46. Amending section 406(a). Section 406 (a)
is amended to read:
'(a) Each horizontal draina e i e shall be provided with
a cleanout at its upper terminal, and each run of pi inq which
is more than fifty feet (15.2m) in length shall be provided
with a cleanout for each fifty feet (15.2m) or fraction
thereof, in length of such piping, and at each chap e in i e
size up to four inches (101.6mm).
Exceptions:
1. Cleanouts may be omitted on each horizontal
drainage pipe less than five feet (1.5m) in
length.
2. Cleanouts may be omitted on each draina e ipe
installed on a slope of seventy-two de rees or
less from the vertical (angle of one-fifth bend).
3. Excepting the building drain and its horizontal
branches, a cleanout shall not be required on any
pipe or piping which is above the first floor of
the buildi
Section 17--47. Amending section 406(g). Section 406 (q)
is amended to read:

'(g) Each cleanout shall be so installed so that there is
a clearance of not less than ei hteen inches ( 5m) in front of
the cleanout. When the floor or a buildin is within ei hteen
inches (.Sm) off the ground, all cleanouts required in
accordance with section 406 shall be extended above the
finished floor, or the cleanouts shall be extended outside of
the building.'
Section 17-48. Adding section 406(k). Section 406 (k) is
added to read-
'(k) All cleanouts located on the round floor within any
residential occu ancy shall_be extended outside of or below the
builainU or shall be extended above the floor at least six
inches (152.4rnrn) above the floor level rim of the lowest
fixture.'
Section 17-49. Amendin section 407. Section 407 is
amended by adding a second para ra h to read:
'For provisions coverin the rade of buildin sewers, see
section 1106(a).'
Section 17-50. Amending section 503(a). Section 503 (a)
is amended to read:
'(a) Vent pipe shall be cast iron, galvanized steel
galvanized wrought iron, lead, copper, brass ABS, PVC or
other approved materials, except that:
(1) No galvanized wrought iron or alvanized steel
pipe shall be used. underground and shall be kept at least six
inches (152.4mm) above ground.

(2) ABS or PVC installation shall be limited to
construction of not more than four levels or branch intervals,
whichever is less; however, not to exceed total pro'ected
vertical waste and vent stack height of forty feet,
irrespective of IAPriO Standards IS 5 and IS 9 restrictions to
height.'
Section 17-51. Amending section 604(a). Section 604 (a)
is amended by changing the 'period' at the end thereof to a
'semicolon' and adding to the end thereof: 'and except that
installation of a funnel shaped receptacle as described in
section 609 or an air gap fitting connection to a specially
provided trap to receive drips or. condensation from air
conditioning units may be installed in toilet and bathroom
areas.'
Section 17-52. Adding section 616. Section 616 is added
to read•
'Section 616. Single-Stack System.
When approved by the administrative authority, a
single-stack system based on engineered studies and testing ma
be used in lieu of other related provisions in this Code.
Plans and specifications of such systems shall be pre ared and
stamped by a registered professional engineer or architect.'
Section 17.53. Adding section 617. Section 617 is added
to read:
'Section 617. Suds-Loaded Wastes.

(a) Where sinks, laundry trays, laundry washing machines,
and similar fixtures in which sudsy detergents are normally
used, discharge at an upper level into a soil or waste stack
which also serves fixtures in other occupancy units at a lower
floor level, the drainage and vent pipin for such lower
fixtures shall be arranged so that such pipin shall not be
connected to suds ressure zones in the sanitary draina e and
vent system. In multi-story buildin s with more than six
branch intervals of fixture described above, separate waste and
vent stacks for the lower four branch intervals of fixtures
shall be reauired.
(b) Suds Pressure Zones. Suds pressure zones shall be
considered to exist at the following locations in sanita~
drainage and vent systems as indicated in table 6-2.
(1) Zone 1. In a soil or waste stack, which serves
fixtures on two or more floors and receives wastes from
fixtures wherein sudsy detergents are used, a zone shall be
considered to exist in the vertical portion upstream of an
offset fitting in the riser to the upper section of the system,
in the horizontal portion downstream of this fittin and in
the horizontal portion u stream of the offset immediately
preceding the next offset fitting. See table 6-2.
(2) Zone 2. In a soil or waste stack, which serves
fixtures on two or more floors and receives wastes from
fixtures wherein sudsy detergents are used, a zone shall be

considered to exist at the base of the stack and extendin
upstream. See table 6-2.
(3) Zone 3. In a soil or waste system, which serves
fixtures on two or more floors and receives wastes from
fixtures wherein sudsy detergents are used, a zone shall be
considered to exist downstream in the downstream in the
horizontal drain from the base of the stack and both u stream
and downstream of the next offset fitting downstream.
(4) Zone 4. In a soil waste system, which serves
fixtures on two or more floors and receives wastes from
fixtures wherein sudsy detergents are used, a zone shall be
considered to exist in the vent stack extending u stream from
the point of connection to the base of the soil or waste stack.

Section 17-54. Amending section 704. Section 704 is
amended by amending the last sentence to read:
'No drum trap shall be installed without a vent exce t
when permitted in writing by the administrative authority.'
Section 17-55. Adding subsection (d) to section 906.
Section 906 is amended by adding a new subsection (d) to read•
'(d) Built-on-the-job fixtures. No bathtub or
combination tub and shower shall be constructed on the iob
unless designed to be a sanitary, leakproof fixture adequately
supported on its own foundation and when built above ground to
be provided with approved linin as noted in section 909(e).'
Section 17-56. Amending section 1002(d). Section 1002 (d)
is amended to read:
'(d) No water piping supplied by any private water sup ly
system shall be connected to any other source of supply without
the approval of the State de artment of health, the de artment
of water supply, or other department having jurisdiction.'
Section 17-57. Amending section 1003. Section 1003 is
amended by adding a third aragraph under Approval of Devices
thereof to read:
'All installations treating, handling, manufacturing or
using liguids, chemicals, or waste •roducts which may be
pollutional, dangerous to health or toxic, or Navin a
non-potable auxiliary water supply shall obtain from the
department of water supply the requirements for an a proval of

the backflbw prevention device to be installed between the
building supply and the public water system. It shall be the
duty of the person or persons having control of such devices to
obtain from the department of water supply the requirements for
approved devices before preliminary lans, specifications, and
drawings are prepared.'
Section 17-58. Amending section 1003(h). Section 1003(h)
is amended by amending the last sentence to read:
'The vacuum breaker shall be installed at least six
inches (152.4mm) above the highest head served and the
surrounding ground so at no time will the vacuum breaker be
subjected to back pressure or draina e.'
Section 17-59. Amending section 1004(a). Section lOG4(a)
is amended by deleting the word 'lead' appearing in the third
line thereof and by adding at the end a sentence to read:
'All transition connections of copper material to ferrous
material shall be made with a dielectric fittin When such
dielectric fittings are located below grade, they shall be
wrapped as provided under section 1008(c).'
Section 17-60. Amending section 1005(b). Section 1005 (b)
is amended to read
'(b) A fullway valve (minimum eighty-five percent of full
Pipe opening) controlling all outlets shall be installed on the
discharge side of each water meter where no shutoff valve
exists and on each unmetered water supply. Water piping

supplying more than one buildin on any one remises shall be
equipped with a separate fullway valve to each building so
arranged that the water supply can be turned on or off to any
individual or separate buildin provided, however, that sup ly
wiping to a single-family residence and building accessory
thereto may be controlled on one valve. Such shutoff valves
shall be readily accessible at all times. A fullway valve
shall be installed on the discharge pipin from water sup ly
tanks at or near the tank. A fullway valve shall be installed
on the cold water supply pipe to each water heater at or near
the water heater. In multi-dwellin units, one or more fullway
valves shall be rovided so that the water to any lumbin
fixture or yroup of fixtures in anemone dwelling unit may be
shut off without sto in flow of water to fixtures in other
dwelling units. These valves shall be accessible inside the
dwelling unit controlled.
Exception: When a sup ly riser serves not more than one
plumbing fixture in each dwelling unit, the fixture supply stop
may be used in lieu of the fullway valve as its isolatin
shutoff valve. In such an installation, the supply riser shall
be properly located and provided with a readily accessible
fullway valve at the foot or the top of the riser so that the
valves will isolate not more than twenty dwelling units.'
Section 17-61. Amending section 1005(d). Section 1005 (d)
is amended to read:

'(d) A control valve shall be installed immediately ahead
of each water-supplied appliance and fixture.'
Section 17-62. Amending section 1006. Section 1006 is
amended to read:
'NO gravity tank shall be directly connected to the County
water main but shall be provided with an_over-the-rim filler;
the orifice or outlet of which must be elevated a distance of
six inches (152.4mm) above the overflow. A drain shall be
provided at the bottom of the tank.'
Section 17-63. Amending section 1007(a). Section 1007(a)
is amended by adding a new sentence at the end to read:
'Such tank and pump installations shall be in accordance
with provisions of sections 1002 and 1006 of this Code and with
pertinent rules and regulations of the health officer, the
department of water supply, or other department having
jurisdiction.'
Section 17-64. Amending section 1008(a). Section 1008 (a)
is amended by amending the last sentence to read:
• 'The minimum cover shall be six inches (O.15m) below
finish grade.'
Section 17-65. Amending section 1008(b). Section 1008 (b)
is amended by adding at the end a paragraph to read:
'For water supply systems requiring the installation of
cast iron pipe four inches and larger, materials and
construction shall be in accordance with the applicable

standards used in the construction of department of water
supply's system.'
Section 17-66. Amending section 1008(c). Section 1008 (c)
is amended to read:
'(c) E'errous piping or galvanized ferrous pipin when
installed under any of the followiny conditions, shall have a
protective coating which shall have been approved by the
administrative authority as to type, as well as to the method
of applying such protective coating; rovided, however, for
those fittings and short sections necessarily stripped for
threading, a protective coating consistin of field wra inq
similarly__approved, as to type and application, shall be used
when:
(1) Installed under a concrete floor slab which is
resting on the ground; provided, however, the requirement for
protective coating shall only apply to that section of the
piping which lies directly under such concrete floor slab, or
(2) Installed underground at an elevation within
five feet above sea level, or
(3) Installed underground and the soil resistivity
at the site of such installation measures less than
4500 ohm-cm.'
Section 17-67. Amending section 1009(8)(4).
Section 1009(8)(4) is amended to read:

'(4) Pressure in the street main or other source of
supply at the locality where the installation is to be made
Calculations shall be based on a maximum eighty
p.s.i. (551.2kPa) pressure in the system. If the pressure is
reduced into the property, the reduced pressure shall be used '
Section 17-68. Amendin section 1009(h). Section 1009 (h)
is amended by adding at the end of the first para raph a
sentence to read:
'Meter and water service sizes shall be sub'ect to
approval of the department of water sup ly under its rules and
regulations.'
Section 17-69. Amending table 10-1. Table 10-1 is
amended by adding a footnote to read:
'For supply outlets likely to impose continuous demands
estimate continuous supply separately and add to total demand
For fixtures not listed, weights may be assumed by com arin
the fixtures to a listed ore usin water in similar Quantities
imilar rates.'
Section 17-70. Amending table 10-2. Table 10-2 is
amended by adding a triple asterisk to the column heading
'Meter and Street Service' and addin a tri le asterisk
tnote to read:
'***Final sizes to be governed by rules and regulations of
the department of water supplyy.'

Section 17-71. Amending section 1101(f). Section 1101 (f)
is amended by deletin the ara raph headed Exception.
Section 17-72. Adding section 1101( ). Section 1101( )
is added to read-
'(y) It shall be unlawful for any person to connect to or
to aid in, or to cause a connection to be made to, to make use
of, the public sewer system of the County without first Navin
filed an application in writin and having obtained the written
approval of the division of sewers and sanitation, department
of public works, and the administrative authority.'
Section 17-73. Adding section 1101(h). Section 1101 (h)
is added to read:
'(h) Building sewer construction shall conform to the
requirements for main line sewers as set forth in the division
of sewers' standard details, department of public works, and
the sewer ordinance of the County when either of the followin
conditions exists:
(1) Where the administrative authority requires such
construction because of the character or quantity of the sewage
or. industrial waste to be discharged.
(2) Where the sewer is designed to be or it is
parent that it may be dedicated to the County at this or any
future time.'
Section 17-74. Amending section 1103(a). Section 1103 (a)

Section 1206(c)(2) is amended by adding a sentence at the end

'Tkie administrative authority may accept the use of any
testing apparatus which has been approved by a nationally
recognized testing laboratory in lieu of the foregoin air
pressure test.'
Section 17-92. Adding section 1206(c)(3).
Section 1206(c)(3) is added. to read:
'(3) Gas Appliance Installation Ins ection. This
inspection shall be made after all gas piping in the system as
authorized has been inspected and approved, and the connections
of such gas fixtures and appliances as authorized by permit
have been made to the piping system. This inspection shall
include a soap solution test or other ap roved testin method
of detecting any gas leakage occurring in the connection or
attachment and shall include a determination that the
instal)ation meets the requirements and intent of this Code.'
Section 17-93. Amending section 1208(a). Section 1208 (a)
is amended to read:

'(a) It shall be unlawful for any person, except ersons
representing a public utility manufacturin and su lyin gas
to the public or an authorized distributor of LPG fuel, to turn
on gas at the gas meter.'
Section 17-94. Amending section 1211(a). Section 1211 (a)
is amended to read:
'(a) All gas meter locations shall be approved by the
supplier. All such locations shall conform to State and local
fire regulations.'
Section 17-95. Amending section 1212. Section 1212 is
amended to read:
'Section 1212. Material for Gas Piping.
(a) Pipe. All pipe used for the installation, extension,
alteration, or repair of any gas piping shall be standard
weight wrought iron or steel (galvanized or black), threaded
copper or brass pipe. Threaded copper or brass pi e is
restricted to above ground only. Approved PE pipe may be used
in exterior buried piping systems.
(b) Tubing. Seamless copper, aluminum alloy, brass, or
steel tubing may be used in lieu of pipe listed in
subsection (a) for above ground installations only and shall
not be installed in concealed spaces. Cop er tubing shall be
of type K or L, or equivalent, having a minimum wall thickness
of 0.032 inch. Aluminum alloy shall not be used in exterior
locations or where it is in contact with masonry, plaster, or

building insulation or is subject to corrosive wettings.
Approved PE tubing may be used in exterior buried pi in
systems.
(c) All such pipe or tubing shall be either new or shall
reviously have been used for no other purpose than convevin
gas; it shall be in good condition and free from internal
obstructions. Burred ends shall be reamed to the full bore of
the pipe or tubing.
(d) Fittings, except stopcocks or valves, shall be
malleable iron or steel or wrought iron, and shall be copper or
brass when used with copper or brass pipe or tubing and shall
be aluminum alloy when used with aluminum alloy pipe or
tubing. PE fittings, mechanical connectors, and transition
fittings shall be of the approved types when used with PF.
piping or tubing.
(e) Valves. All valves and appurtenances used in
connection with the above piping shall be of the type designed
and approved for use with fuel gas.'
Section 17-96. Amending section 1213(a). Section 1213 (a)
is amended to read:
'(a) All pipe joints in the piping system, unless welded,
shall be screwed joints, having approved standard threads.
Such screwed joints shall be made up with approved pipe joint
material, insoluble in the presence of fuel gas and applied to
the male threads only. Tubing joints shall either be made with

approved flared gas tubin fittings, or be soldered or braced
with a material having a meltin pint in excess of one
thousand degrees Fahrenheit.'
Section 17-97. Amendin section 1213(b). Section 1213 (b)
is amended by amendin the exception note to read:
'Exception: When necessary due to structural conditions,
improved ty e qas i in may be installed in other locations
when permission has first been obtained from the administrative
authority. Two acce table methods of installin low pressure
gas piping under a building are as follows:
(1) Encase such qas piping in a conduit in
accordance with National Fire Protection Association (NFPA)
Standard No. 54, Installation of Gas Appliances and Gas Piping,
section 2.9.5. Access to the i in where the conduit
terminates in the building shall be provided.
(2) Approved machine-wrapped or coated ferrous
piping as defined in sections 1213 (d) and (e) of the plumbin
code may be embedded in concrete ground floor when encased in
at least two inches of concrete or may be encased in an
independent concrete jacket with a minimum wall thickness of
two inches. The protective coatin shall extend at least one
inch above the point of entry into the slab and above the point
of exit from the slab for the ap liance riser. Such pi~inc
shall not be in physical contact with other metallic objects
such as reinforcing rods or electrical neutral conductors.'

(a) Drainage systems that have openin s below the base
flood elevation shall be provided with an automatic backwater
valve installed in each discharye line passin throu h a
building exterior wall.
(b) Drainage systems for emergency servicin facilities
that are_reyuired to remain in operation during a flood shall
be provided with a sealed holding tank and the necessary
isolation and diversion piping and appurtenances to withhold or
postpone sewage discharge to the sewer system during the
flood. The holding tank shall be sized for stora e of at least
one hundred fifty percent of the antici ated demand for a
twenty-four-hour period. Vents provided for such holdin tank
shall terminate at an elevation of at least one foot above the
base flood elevation.

(c) All pipes in a plumbing vent system shall terminate
at an elevation of at least one foot above the base flood
elevation.
(d) All pipe openings through exterior walls below the
base flood elevation shall be floodproofed to prevent
infiltrating of flood water through s aces between pipes and
wall construction materials by use of imbedded collars,
sleeves, waterstops, or other means as may be ap roved by the
administrative authority.
Section 17-134. Private sewage dis osal treatment. An
individual private sewage disposal system or a treatment
facility may be permitted in a special flood hazard area when
the design and location of such system or facility is approved
the State department of health. In addition to complying
with public health regulations and administrative rules of the
State department of health, any such new or replacement sewa e
disposal system shall be designed to minimize or eliminate
infiltration of flood waters into the system and dischar es
from the system into flood waters.
Section 17-135. Water su ly systems.
(a) Potable water supply systems that are located in a
special flood hazard area shall be designed and installed in
such a manner as to prevent contamination from flood waters u
to the base flood elevation. Location and construction of
private water supply wells shall comply with rules and
regulations of the department of water supply of the County.

(b) Potable water supply tanks, filters, softeners
heaters, and all water-supplied appliances and fixtures located
below the base flood elevation shall be protected against
contartiination by covers, walls, copings, or castings. All vent
pipes serving the water supply system shall terminate at an
elevation of at least one foot above the base flood elevation.
(c) Sackflow preventers or devices approved by the
department of water supply shall be installed on water service
lines as close to the property control valve as possible to
protect the public water system from backflow or back siphons e
of flood waters or other contaminants in the event of a line
break. Devices shall be installed at accessible locations and
shall be maintained in good working condition by the owner.
The backflow preventers or devices shall be subiect to periodic
testing as prescribed in the rules and regulations of the
department of water supply.
(cl) An approved double-check valve assembly shall be used
in lieu of any vacuum breaker, permitted, or otherwise required
under this chapter when located below the regulatory flood
elevation.
(e) Air relief valves are permitted on private pipelines
only when installed at least one foot above the base flood
elevation.
Section 17-136. Plumbing piping under buildin s.
Plumbing piping under buildings constructed on stilts shall be

securely anchored against lateral movement and flotation and
protected against damage by flood water and debris. Protection
shall be provided by the structural enclosure of such pipin or
by attaching such piping to downstream side of structural
members which are lar e enou h to provide this protection."

SECTION 11. If any provision of this ordinance or the
application thereof to any person or circumstance is held
invalid, such invalidity shall not affect other provisions or
applications of the ordinance which can be given effect without
the invalid provision or application, and to this end, the
provisions of this ordinance are declared to be severable.
SECTION 12. This ordinance shall take effect sixty days
after the date of approval.
