ORDINANCE NO. 86 48
AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 5, SECTIONS 24-24 AND
24-29, HAWAII COUNTY CODE 1983, RELATING TO MOTOR VEHICLE
INSPECTIONS.
BE IT ORLAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 24, Article 5, Section 24-24 is amended
to read as follows:
"Section 24-24. Periodic vehicle inspections (required by
safety coordinator]. Periodic safety inspection of vehicles shall
be as provided by law and rules and regulations promulgated by the
state director of transportation, formerly the state highway
safety coordinator."
SECTION 2. Chapter 24, Article 5, Section 24-29 is amended to
read as follows:
"Section 24-29. [Safety inspection; safety sticker; fee.]
Safety inspectors; certificates of inspection and approval; safety
stickers; inspection reports.
(a) [Only persons authorized by the chief of police may
conduct motor vehicle safety inspections.] No person may conduct
motor vehicle safety inspections unless he is first certified as a
safety inspector by the chief of police.
(b) [Only upon determination that the vehicle inspected is
in good working condition, properly adjusted, and safe, shall the
person affix an official safety sticker to the windshield
thereof. A report of each inspection conducted shall be made to
the chief of police as soon thereafter as practicable.] A safety
inspector shall not issue a certificate of inspection and a royal
to the owner of an ins ected vehicle, and shall not affix an
official safety sticker to an inspected vehicle, unless, after
inspecting the vehicle pursuant to the rules and re ulations of
the state director of transportation, the safety inspector
determines that the vehicle's equipment is in ood workin
condition and proper adjustment and the vehicle is in safe
operating condition.
(c) [Any person operating an official inspection station may
charge a fee of not more than $2.00 for an inspection regardless
of whether a certificate of approval is issued.] A report of each
inspection conducted shall be made to the chief of police pursuant
to the rules and regulations promul ated by the state director of
transportation."
SECTION 3. Material to be repealed is bracketed. New
material is underscored. In printing this ordinance, the
brackets, bracketed material or the underscoring need not be
included.

SECTION 4. This ordinance shall take effect upon its
approval.
