RE: Attached Eill Amending Chapter 19, Article 11, Section 19-90, Hawaii County
Code 19$3 (1995 Edition) Relating to the Minimum Tax.
Attached you will find a bill which proposes to amend the current minimum real property tax of
$25-per parcel to $100. I respectfully request this measure be waived to the next Council
meeting in order to meet fiscal year time constraints.

19-90(g), HAWAII COUNTY CODE 1983 (1995 EDITION) RELATING TO
THE MINIMUM TAX.
Per your request, please find the following information relating to the minimum real property
tax for property owners in the County of Hawaii for fiscal yeaz 1998-99.
L Support Data on Revenue Increase
The aforementioned figures reflect the number of pazcels incumng taxes up to $100, or pazcels
with a net taxable value of $10,000 or less. Because the tax rate figures aze delineated in a
range format, figures aze approximate. The Additional Revenue figures are assuming the real
property tax rate of $25 is increased to $100. The total revenue should be approximately
$4,903,600.

II. Additional Information
~ Currently, Hawaii and Kauai Counties both assess the lowest minimum tax rate of $25,
Maui County is next at $60, and the City and County of Honolulu remains the highest at
$100.
~ The amount of parcels paying the minimum tax rises by approximately 8% every yeaz.
m According to Real Property Tax Administrator Gary Kiyota, the prompt passage of this
bill should allow the City and County Real Property Tax Office enough time to.
incorporate a rate increase for fiscal year 1999-2000. However, in the event that this bill
does not pass before the July billings are sent out, the tax increase may need to take effect
on July 1, 2000.
