Dear Curtis: Aloha!
As promised, I brought up the question of minimum real
estate taxes at our June 9, 1999 KPECA Board meeting. The
consensus was to raise the minimum tax to a level to at
least cover the clerical costs of the billing and record
keeping.
There was no specific dollar limit agreement on the
minimum.
Regarding the distribution of the tax receipts for the
benefit of the area, the consensus was to use the funds
more in proportion to the population distribution. There
is a legitimate sense that the tax contributions are much
higher from West Hawaii, and the expenditures are much higher
in East Hawaii. We feel that imbalance is patently unfair.
