Bill No. 3a9 (DRAFT 2) ORDINANCE NO. 8~ 8~ AN ORDINANCE CREATING A TEMPORARY NO-PARKING ZONE IN DOWNTOWN HILO UN AUGUST 7, 1987, BETWEEN THE HOURS OF 4:00 A.M. AND 6:00 P.M. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Purpose. The purpose of this ordinance is to provide for the safety of the bicyclists participating in the Coors International Bicycle Classic and the property of residents residing near the race course. SECTION 2. Notwithstanding any other laws to the contrary, no person shall park a vehicle upon any of the following described streets or portion of streets between the hours of 4:00 a.m. and 6:00 p.m.: (a) Kamehameha Avenue, both sides, from Mamo Street to Wailuku Drive. (b) Wailuku Drive, both sides, between Kamehameha Avenue and Keawe Street, and between Wainaku Street and Kinoole Street. (c) Puueo Street, both sides, from the Wailuku Bridge to Iliahi Street. (dj Iliahi Street, both sides, for its entire length. (e) Wainaku Street, both sides, between Iliahi Street and Wailuku Drive. (f) Kinoole Street, both sides, between Wailuku Drive and Waianuenue Avenue. (g) Waianuenue Avenue, both sides, between Kinoole Street and Keawe Street. (h) Keawe Street, between Waianuenue Avenue and Mamo Street. (i) Mamo Street, between Keawe Street and Kamehameha Avenue. SECTION 3. (a) Whenever any police officer finds a motor vehicle in violation of this ordinance, the officer is authorized to move the vehicle or require the driver or other person in charge of the vehicle to move the vehicle to a position where the vehicle will not interfere with the race course. (b) Upon the inability of the officer to move the vehicle and after the driver or owner refuses or is unable to comply with the request to move the vehicle, or where the driver cannot be located in the immediate area, the officer may cause the vehicle to be towed away at the registered owner or driver's expense. SECTION 4. Effective date. This ordinance shall take effect at 4:00 a.m. on August 7, 1987, and expire at 6:U0 p.m. on August 7, 1987. Hilo, Hawaii INTRGDUCED ~sY i.
