AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, SECTION 24-280,
SCHEDULE 28 (NO PARKING AT ANY TIME), OF THE HAWAII COUNTY CODE
1983, RELATING TO TRAFFIC REGULATIONS.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Purpose. The Council recognizes that Chapter

24, Article 10, Section 24-280 of the Hawaii County Code which is
the schedule listing locations at which parking is prohibited at
any time, contains a number of subsections which list locations
at which parking is prohibited only at certain hours. These
subsections are: 24-280(b)(1), (c)(2), (c)(37), (c)(67),
(c)(68), (c)(72), (c)(92), (c)(102), (c)(124), (c)(125) and
(d)(14). The provisions classified in the above-named
subsections are duplicated in §24-281 of the Hawaii County Code,
listing locations at which parking is prohibited at certain
hours, which is the. proper schedule for them. Therefore, in the
interest of eliminating confusion and duplication, the purpose of
the present ordinance is to delete the above-named provisions
from §24-280 of the Hawaii County Code so that they remain only
in the proper schedule.
SECTION 2. Chapter 24, Article 10, Section 24-280, Schedule
28 (no parking at any time), under subsection (b), North Hilo,
Hawaii County Code 1983, is amended to delete item 1:
"(b) North Hilo:
[(1) Mauka side of Old Mamalahoa Highway at Papaaloa
beginning at a point two hundred thirty-three feet on the Hilo
side of Kaiwilahilahi Bridge for a distance of one hundred
fifty-four feet in the Hilo direction from 7:00 a.m. to
5:00 p.m.]"
SECTION 3. Chapter 24, Article 10, Section 24-280, Schedule
28 (no parking at any time), under subsection (c), South Hilo,
Hawaii County Code 1983, is amended to delete items 2, 37, 67,
68, 72, 92, 102, 124 and 125:
"[(2) Alae Street, both sides, from Laimana Street to
Halai Street between the hours of 7:15 a.m. to 8:00 a.m. and
2:30 p.m. to 3:30 p.m. on school days.]"
"[(37) Kapiolani Street, makai side, between Ponahawai
Street to Waianuenue Avenue, except on Sundays between the hours
of 5:00 a.m. to 12:00 noon.]"

"[(67) Kilauea Avenue, both sides, from 6:00 a.m. to
6:00 p.m. daily, except Sundays and holidays, between Ohea Street
and Kohola Street.]"
"[(68) Kilauea Avenue, mauka side, beginning at a
point one hundred feet Hamakua of the Waiakeawaena School
Cafeteria driveway and extending for a distance of one hundred
seventy feet in the Hamakua direction from 7:00 a.m. to 8:00 a.m.
and from 1:45 p.m. to 2:30 p.m. on school days]"
"[(72) Kilauea Avenue, Hamakua-mauka side, adjacent to
the Hilo Hongwanji Temple driveway between the hours of 2:00 p.m.
to 5:30 p.m. from Mondays to Fridays and 7:30 a.m. to 12:00 noon
on Sundays.]"
"[(92) Lehua Street, Puna side, in front of the Co-op
Nursery School from a point five feet mauka of the Lehua
Apartments driveway for a distance of forty feet toward Wainaku
Avenue from 7:00 a.m. to 9:00 a.m. and 2:00 p.m. to 5:00 p.m, on
school days.]"
"[(102) Mohouli Street, Puueo side, in front of the
children's shelter area for a distance of seventy-five feet mauka
of the old driveway into Kapiolani School from 7:00 a.m. to
8:00 a.m. and 1:45 p.m. to 2:30 p.m. on school days.]"

"[(124) Waianuenue Avenue, both sides, from two
hundred forty feet east (makai) of Laimana Street to Kapiolani
Street, between the hours of 7:15 a.m. and 8:00 a.m. on school
days.]"
"[125) Waianuenue Avenue, Hamakua side, fronting the
Hilo Methodist Church, from 7:00 a.m, to 6:00 p.m., except on
Saturdays, Sundays and holidays.]"
SECTION 4. Chapter 24, Article 10, Section 24-280, Schedule
28 (no parking at any time), under subsection (d), Kona, Hawaii
County Code 1983, is amended to delete item 14:
"[(14) Hualalai Road, north side, between the
crosswalk at Kailua School and Kuakini Highway and the south side
of Hualalai Road between the crosswalk at Kailua School and Alii
Drive during the hours of 1:45 p.m. and 2:30 p.m. on school
days.]"
SECTION 5. Material to be repealed is bracketed. In
printing this ordinance, the brackets and bracketed material need
not be included.
SECTION 6. If any provision of this ordinance or the
application thereof to any person or circumstance is held

invalid, such invalidity shall not affect other provisions or
applications of the ordinance which can be given effect without
the invalid provision or application, and to this end, the
provisions of this ordinance are declared to be severable.
Section 7. This ordinance shall take effect upon its
approval.
