AN ORDINANCE TO AMEND ORDINANCE N0. 88-83, AS AMENDED, THE OPERATING
BUDGET FOR THE COUNTY OF HAWAII FOR THE YEAR ENDING JUNE 30, 1989.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Purpose. The purpose of this ordinance is to allow the
mayor to contract for consultant services which will enable the incoming
administration to work in parallel with the outgoing administration
minimizing any disruption to ongoing programs and services. Contractual
services shall be restricted to the following functions:
(1) Mayor's Office
Outgoing Managing Director to assist the incoming Managing
Director
(2) Department of Finance
Outgoing Director of Finance to assist the incoming Director of
Finance
(3) Office of Corporation Counsel
Outgoing Corporation Counsel to assist the incoming Corporation
Counsel
(4) Department of Planning
Outgoing Director of Planning to assist the incoming Director
of Planning
(5) Department of Public Works
Outgoing Chief Engineer to assist the incoming Chief Engineer
(6) Department of Fire
Outgoing Fire Chief to assist the incoming Fire Chief
(7) Department of Parks and Recreation
Outgoing Director of Parks and Recreation to assist the
incoming Director of Parks and Recreation
(8) Department of Research and Development
Outgoing Director of Research and Development to assist the
incoming Director of Research and Development
The Council finds that a smooth transition during an administration
changeover is desirable and in the public's best interest.
SECTION 2. Ordinance No. 88-83, as amended, is hereby further
amended, by increasing revenues in the following amount to the fund as set
forth in Section 3.

SECTION 3. The foregoing amount as specified in Section 2 hereof is
hereby appropriated to the following fund and expenditure account as set
forth herein below:

SECTION 4. Unexpended funds as of February 15, 1989, of the foregoing
appropriation shall lapse into the Contingency Account of the General Fund.
SECTION 5. This ordinance shall take effect on 12:00 noon,
December 5, 1988.
