The General Plan calls for the formation of Action Committees, which would be appointed by the Mayor and confirmed by the County Council. We would appreciate your attention on this matter and are requesting that this item be placed on the July 7, 2009 Planning Committee Agenda for discussion and with confirmation of these individuals on the July 22, 2009 full Council agenda. The North Kohala Action Committee will consist of 9 members who reside in the North Kohala district. The purpose of the committee member is to be a proactive community based steward of the North Kohala Community Development Plan's implementation and update. It is my pleasure to inform you that I have appointed the following individuals to the newly created North Kohala Action Committee: 1. Collin Kaholo (4-year term) retired as a First Sergeant with the U.S. Armed Services and has resided in North Kohala for 63 years. He is currently employed at the Hapuna Beach Prince Hotel and has served as the Unit Chairman for the International Longshoremen's & Warehousemen's Union. Collin has served as President for the Kohala Community Association and the Kohala National Guard Alumni Club. Collin is committed to supporting ranchers and farmers in Kohala and would like to see agriculture maintained within the community. Collin has extensive team building experience and believes teamwork is an important aspect of working in a group setting. 4~ Cctmm. Na. Council Chairman J Yoshimoto and Members of the County Council June 4, 2009 Page 2 2. Joseph Carvalho (4-year term) is a 23 year resident of Kohala who is an active member of the community. A veteran of the U.S. Army, he was formerly employed with the Federal Reserve Bank in San Francisco for over 30 years. Joe has served as the Community Liaison (a project of the Department of Research and Development) for the last four years and was instrumental in the development of the NKCDP especially in the area of community outreach. His other volunteer activities range from serving as a board member of North Kohala's Community Resource Center to Secretary of the Kohala National Guard Alumni. 3. Hermann Fernandez (4-year term) is a 20 year resident of the North Kohala district and is presently employed with Surety Kohala as the Treasurer and a Land Manager. Hermann is an avid supporter of youth programs, volunteering with various tennis organizations at the national, West Hawaii, and local level. Hermann was an active member of the NKCDP planning process and was a key player of the Affordable Housing Focus Group. He was able to represent and convey the landowner perspective and help to educate the community regarding some of the considerations that are involved in large-scale development in respects to affordable housing. 4. Susan Fischer (3-year term) is a 37 year resident of North Kohala and has worked at length with Non Profit Organizations on community-oriented projects to help preserve natural and historic resources. Her volunteer work is equally extensive and as a resident of the south-western part of North Kohala, brings an important perspective to the table and is instrumental in helping to identify and represent issues from that region of the district. Susan was an active participant of both the South Kohala CDP and the NKCDP as the area she resides in are impacted by both CDPs. 5. Marlene Ching (3-year term) was raised in North Kohala and after retiring from the State of California, moved home five years ago. Marlene is an active member of the senior community and participated in the North Kohala CDP by helping the planning process connect with our Kupuna by encouraging them to participate and provided input. She has an active interest in seeing access to mountain and ocean resources reinstated and have continued to work with the community on those issues. 6. Richard Leibmann (3-year term) has lived in the North Kohala community for 30 years and is self-employed as a farmer and physician. Richard served as treasurer for the Lokahi Garden Community Association and has worked with local schools educating students regarding organic farming. As a practicing organic farmer with a strong interest in sustainable future for Kohala, Richard brings a valued and important perspective to the Action Committee. Robert Martin (2-year term) is a former member of the NKCDP Steering Committee and has lived in North Kohala for 20 years and is currently self- employed as a restaurateur in Hawi. Robert founded the North Kohala Community Resource Center and has volunteered his time with the Kohala Business Association and the West HI Mediation Center. He is interested in helping the community of North Kohala develop the capacity to be a constructive, intelligent, well-organized, and proactive partner with the State and County governments. Ronald Friman (2 year term) Is a two year resident of North Kohala and is a small business owner of Bald Eagle Window Cleaning. In his professional life, he has helped to design a national residential safety-training program for window cleaners and traveled around the US delivering this training. Ronald has served as a board member of the United Way in Chicago and the International Widow Cleaning Association. 9. Jeffrey Alexander (2-year term) has recently moved to Kohala from the island of Oahu where he previously resided fort 8 years. He has most recently employed by the State of Hawaii Legislature as a legislative analyst and previously worked in the construction field. Jeffrey has an extensive history of volunteerism serving on the Ewa Neighborhood Board, Ewa Beach Community Association and member of the Ewa Beach Lion's Club. As an active member of the community, Jeffrey brings a broad level of knowledge of community and government relations and issues.
