ORDINANCE NO. ~2 66
AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII
COUNTY CODE 1983, RELATING TO TRAFFIC REGULATIONS.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 24, article 10, section 24-257,
schedule 5, of the Hawaii County Code 1983, relating to 35 mile
per hour speed limits, is amended to read as follows:
Section 24-257. Schedule 5. 35 mile per hour limit.
A speed limit of thirty-five miles per hour is established
as set forth in this schedule upon the streets or portions
of streets as follows:
Road.
(1) Ainaola Drive, from Kawailani Street to Malaai
(2) Alii Drive, from the Kamehameha III Road
intersection southerly to its terminus.
(3) Haleloke Street.
(4) Hawaii Belt Road, from Kanoa Street to a point
two hundred feet Puna of the Waianuenue Street intersection.
(5) Hawaii Belt Road, from a point four thousand feet
west of the access road to Waipunalei Camp to a point two
thousand five hundred feet east of the Ookala Village
access road.
(6) Hawaii Belt Road, from the north access road
leading to Hookena Beach southward to the beginning of
Project No. BF-011-1(3) at Papa for the duration of
construction of the Project.
(7) Hilo Country Club Drive.
(8) Hilo Bayfront Highway, from a point eight hundred
feet east of the Pauahi Street intersection to Kamehameha
Avenue.
(9) Honokaa-Waipio Road through Camp 10.
(10) Honokaa-Waipio Road, from the westerly side of
the Kaauhuhu Homestead to the easterly side of the Kapulena
Subdivision Unit 1.
(11) Honokaa-Waipio Road, from a point six hundred
feet west of Camp 106 the Waipunahoe Stream Bridge.
(12) Honokaa-Waipio Road, from Nienie Bridge to
Plumeria Road intersection.
(13) Kahakai Boulevard, from Punawai Street to its
terminus at the makai end.
(14) Ka'Imi Nani Street.
(15) Kaiwiki Road, beginning at the Old Hawaii Belt
Road and extending a distance of 0.6 miles in the mauka
direction.
(16) Kalanianaole Street, from Kamehameha to its
terminus.
(17) Kamehameha III Road, from Kuakini Highway to
Alii Drive.
(18) Kamehameha Avenue, from Ponahawai Street to
Pauahi Street.
(19) Kanoelehua Street, from Kamehameha Avenue to a
point five hundred feet south of Pookela Street.
(20) Kawaihae Road, from the easterly side of the
Kawaihae Stream Bridge to a point four hundred feet
westerly of the intersection with the Kawaihae-Mahukona
Road.
(21) Kawaihae-Mahukona Road, from the intersection
with Kawaihae Road to a point one thousand feet south of
Honokoa Bridge.
(22) Kawili Street between Kinoole Street and
Puainako Street.
(23) Keaau to Pahoa Road, from its intersection with
the Hawaii Belt Road to a point 0.3 miles toward Pahoa.

(24) Kilauea Avenue, from Lono Street to Hale Manu
Drive.
(25) Kuakini Highway, from a point five hundred feet
south (mauka) of the Ala Keanawai intersection to a point
four hundred feet south of Hualalai Road.
(26) North Kulani Road, Ihope Road to Stainback
Highway.
(27) Kumukoa Street, from Mohouli Street to Lanikaula
Street.
(28) Leilani Estates Avenue.
(29) Mahukona to Niulii Road, from a point two
thousand four hundred feet on the Mahukona side to a point
xis hundred fifty feet on the Hawi side of the beginning of
Project S 203 (3) in Kokoiki, Kohala.
(30) Mahukona to Niulii Road, from the west end of
the Kahei House lots to a point one thousand three hundred
twenty-five feet on the Niulii side of the Hawi Junction
Road at Hawi, Kohala.
(31) Mahukona to Niulii Road, from a point three
hundred fifty feet on the Hawi side of the access road to
Kohala High and Elementary School to a point five hundred
feet on the Niulii side of Project S 203(2) at Kapaau,
Kohala.
(32) Mahukona-Niulii-Pololu Road, from a point two
thousand one hundred silty feet on the Hawi (west) side of
the entrance to the Halaula School to the Pololu Valley
Lookout.
(33) Mamalahoa Highway in Waimea, from Lindsey Road
to a point four thousand feet in the Kona direction.
(34) Mamalahoa Highway, from its junction with the
Hawaii Belt Road at Andrade Camp Road toward Hilo to its
junction with the Hawaii Belt Road at Papaikou in the
vicinity of Kalanianaole School.
(35) Mamalahoa Highway (Route 11), from a point
approximately 1.1 mile east of the South Point Road, to a
point approximately 0.2 mile on the Naalehu side of the
silty-four mile post.
(36) Mana Road, from Mamalahoa Highway for a distance
of two thousand two hundred feet.

(37) Manono Street, from Kamehameha Avenue to Kawili
Street.
(38) Nanawale Boulevard for its entire length.
(39) Old Volcano Road, for its entire length, except
that segment in Keaau Village which begins with its
intersection with Highway 11, approximately 0.2 miles north
of Mile Post 8, and extends northerly to its intersection
with Keaau Loop Road in the vicinity of Mile Post 7.
(40) Pahoa-Kalapana Road, from Kaimu Junction for a
distance of one thousand feet in the mauka direction.
(41) Palani Road, from Hawaii Belt Road to Kuakini
Highway.
(42) Paniolo Avenue in South Kohala, from Lua-Kula
Street northward to its terminal.
(43) Pauahi Street, from Kamehameha Avenue to Kilauea
Avenue.
(44) Puako Beach Road, from the Queen Kaahumanu
Highway to a point five hundred feet makai of the Rubbish
Dump Road.
(45) Saddle Road, from Country Club Drive to the 18.8
mile point.
(46) [Waikoloa Road in South Kohala, from a point
approximately three hundred feet mauka of the driveway of
the stables and extending westerly to a point eight hundred
feet makai of Paniola Avenue.] South Point Road.
(47) [Waimea to Hawi Road, from Mamalahoa Highway to
the beginning of Project F.A.P.E 11A.] Waikoloa Road, in

SECTION 3. Material to be repealed is bracketed. New
material is underscored. in printing this ordinance, the
brackets, bracketed material, and underscoring need, not be
included.

SECTION 4. If any provision of this ordinance or the
application thereof to any person or circumstances is held
invalid, such invalidity shall not affect other provisions or
applications of the ordinance which can be given effect without
the invalid provision or application, and to this end, the
provisions of this ordinance are declared to be severable.
SECTION 5. This ordinance shall take effect upon its
approval.
