HomeMy WebLinkAboutORD 1992-137 1992-1994COUNTY OF HAWAII.. _ ;STATE OF HAWAII BILL NO. 654 (Draft 3) ORDINANCE NO. ~~ 13'7 AN ORDINANCE AMENDING CHAPTER 17, ARTICLE 5, OF THE HAWAII COUNTY CODE 1983, RELATING TO PLUMBING, BY ADDING A NEW SECTION CONCERNING WATER CONSERVATION. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 17, Article 5, Hawaii County Code 1983, is amended by adding a new section to be appropriately numbered and to read as follows: "Section 17- Water Conservation a Water supply faucets or valves shall be provided with improved flow control devices which limit flow to a maximum three aallons per minute' provided that showerheads and kitchen fauc~*~ ~haii hP nrnvidPd with approved flow control devices which limit flow to a maximum of 2 5 aallons per minute and lavatory faucets shall be provided with such flow control devices which limit flow to a maximum of 2 0 aallons per minute Exceptions' (1) Hose bibbs or valves not used for a designated fixture or eguipment. (2) Hose bibbs faucets or valves serving fixed demand timing or water level control appliances, eauipment or holding structures such as water closets pools automatic washers and other similar equipment. (3) Emergency showers. h Urinals shall have volume limiting devices or methods which will limit the discharge to one gallon per flush Tank-tune water closets and water closets equipped with flushometer valves installed after July 31 1993 shall have volume limiting devices or methods which will limit the discharge to 1 6 gallons per flush When a satisfactory performance of the urinal or water closet cannot be obtained with one gallon or less per flush or 1 6 aallon or less per flush respectively the administrative authority may approve a larger discharge c Anv new installation using potable water for cooling equipment at a rate exceeding one aallon per minute or operating more than 10 hours in a twenty-four hour period shall be designed to recirculate or reuse the cooling water Anv existing installation using potable water for cooling equipment shall be exempt except where an expansion to the system requires additional water usage." SECTION 2. New material is underscored. In printing this ordinance, the underscoring need not be included. SECTION 3. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. -2- SECTION 4. This ordinance shall take effect on December 31, 1992.
