AN ORDINAC7CE AMENDING CHAPTER 2, HAWAII COUNTY CODE 1983, BY
REPEALING ARTICLE 21, RELATING TO FINANCIAL IMPACT STATEMENTS.
WHEREAS, Article 21, Chapter 2 of the Hawaii County Code
relating to Financial Impact Statements has been in existence since
1979; and
WHEREAS, the intent of Article 21 was to ensure that responsible
review and analysis with regard to full financial ramifications is
conducted prior to consideration of any new capital improvement
projects, operating programs or activities, expansion of existing
projects, programs, equipment or services; and
WHEREAS, the Council finds that responsible reviews and analysis
occurs whenever financial proposals are considered regardless
whether said requests are required of or exempt from Article 21; and
WHEREAS, the Council further finds that too often the prepared
financial impact statements lack the full and comprehensive
information required.
BF. IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Article 21, Chapter 2, Hawaii County Code 1983, is
repealed.
SECTION 2. This ordinance shall take effect upon its approval.
