If passed, this resolution would severely harm that ability of the County Council to effectively legislate during a time of grave economic crisis. This resolution proposes to remove council representatives and their staff who have a working knowledge of complex county departments, such a public works and finance, and replace them with council representative who do not have the resumes to be as effective. Since the distraction of the next election cycle begins in one year, this resolution prevent better government at a time when good government is critical. In addition, by merging the Food and Energy Sustainability Committee into Environmental Management and merging Human Services and Economic Development into Finance, these important areas will not receive the careful attention that they deserve at a time when public support for these areas is growing. Further, the public will be further discouraged from testifying and staying to listen to the discussion of committee agenda items because they will be forced to wait longer since committee agendas will become much longer. This would be a great disservice to the general public, their employers, and their families. Finally; and most importantly, this resolution proposes to remove the elected representatives of Districts 1, 7, and 8 from any committee leadership position. This is a blatant attack on over 50,000 residents' constitutionally- protected right to equal representation. It represents dirty politics at its worst at a time when the people of our island and those across the state and nation are asking for open, transparent, and accountable government. For these reasons, I am asking you to vote against Resolution 202-09. The current structure of the County Council is better than what is being proposed.
