RESOLUTION
WHEREAS, the voters of the County of Hawaii have amended
the County Charter to conform with new Statewide procurement
law; and
WHEREAS, the new legislation changing rules and regulations
regarding government purchasing has greatly increased the
workload of the County of Hawaii Department of Finance
Purchasing Division; and
WHEREAS,. all County departments and agencies will benefit
by a more efficient and timely procurement process; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
Council..."; and
WHEREAS, by creating a Procurement and Specifications
Specialist IV, SR-22, the Purchasing Division would be able to
better carry out the duties of purchasing goods and services on
a timely basis; and
WHEREAS, funds are available within the Finance Department.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII, That a Procurement and Specifications Specialist IV,
SR-22, position be created.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Department of Finance and Civil Service.
