RESOLUTION N0. z7 95
WHEREAS, the Hawaii State Legislature recognized that there
exists a shortage of primary care physicians in rural areas,
particularly in East Hawaii on the island of Hawaii.; and
WHEREAS, in 1993, in a response to the need for recruitment
and retention of primary care physicians, the Hawaii State
Legislature enacted Act 347 which established a family practice
residency program in the University of Hawaii School of Medicine
and a two-year demonstration training project for rural health
care; and
WHEREAS, Act 347 also provided for the establishment of a
family practice health center in Hilo to serve as a training site
for the family practice residency program and the rural health
care demonstration project; and
WHEREAS, the need for an expansion of primary care services
on the island of Hawaii has also been documented by the State
Health Planning and Development Agency (SHPDA) in its Big Island
Health Care Needs Assessments and Recommendations with findings
of the existence of a significant shortage in the number of
primary care physicians in relation to population based needs;
and
WHEREAS, the Hilo Family Practice Residency Clinic, doing
business as the Hilo Family Practice Center, has applied for a
Certificate of Need pursuant to Chapter 323D of the P~awaii
Revised Statutes with the intent of providing additial primary
care services to East Hawaii along with a training s to for
residents participating in the University of Hawaii School of
Medicine's Integrated Family Practice Residency program; and
WHEREAS, the Council of the County of Hawaii supports the
application for a certificate of need recognizing that the Hilo
Family Practice Center will improve the current health care
delivery service in East Hawaii; and
WHEREAS, the Council of the County of Hawaii also recognizes
that the rural family practice residency rotation program at the
Center may assist in persuading physicians in establishing a
permanent practice in East Hawaii, and thereby improving health
care services over the long term.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it hereby expresses its support for the
Certificate of Need Application for the Hilo Family Practice
Center.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii send copies of this Resolution to Mr. Patrick J. Boland,
Administrator of the State Health Planning and Development
Agency; Mr. Tom Battisto, Chairman of the State Health Planning
and Development Agency's Certificate of Need Review Panel; and to
Dr. Laurie Hopman of the Hilo Family Practice Center.
