(]?raft 2)
A Resolution Relating To Council-Initiated Amendments to the Zoning Code
WHEREAS, Section 25-21 of the Hawaii County Code provides for Council-initiated
amendments to the zoning code be prepared by the Planning Director and reviewed by the
Planning Commission; and
WHEREAS, the Director shall study the proposed amendment and shall submit a
recommendation to the Planning Commission who shall then recommend within a reasonable
time, the approval or disapproval of any proposed amendment after the conclusion of at least one
public hearing and shall file a report of its findings and action for council consideration; and
WHEREAS, Council-initiated amendments to the zoning code have been referred to the
Director and the Planning Commission for the proper review process as provided in Section

recommendations for such bills goes beyond a normal or acceptable time, and well beyond the
scope of time intended in this section of the zoning code for the conduct of Council's legislative
affairs; and
WHEREAS, the Council feels that a time table reflecting the Council's legislative intent
should be established for the review of Council-initiated bills relating to the zoning code.
THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that Council-initiated amendments to the zoning code be studied, heard, and
transmitted back to the Council with recommendations within one-hundred-twenty (120) days
from the date of Council's transmittal to the Planning Director.

initiated zoning code amendment aze not met, such proposed amendments by a majority vote by
