WHEREAS, Ordinance 94-88 amends Chapter 24, Article 4, of the
Hawaii County Code 1983, as amended, relating to motor vehicle
driver's permit and license fees; and
WHEREAS, Ordinance 94-88 also provides for additional
collections and responsibilities relating to motor vehicle driver's
license examination fees; and
WHEREAS, there are two (2) Driver License Examiner I positions
assigned to the Kona District and one (1) Driver License Examiner I
position assigned to the South Kohala District; and
WHEREAS, the Driver License Examiner i position in South Kohala
also services Hamakua and Waikoloa and well as Waimea; and
WHEREAS, the population growth in West Hawaii has already
innundated the driver license examiners with the road tests,
motorcycle tests, and driver license renewals; and
WHEREAS, by creating two (2) Senior Clerk, SR-10 positions, one
for the Kona District and one for the South Kohala District, the
driver license examiners will not be hampered with the clerical
portion of the work; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, funds are available in 010-201-5203.01-011.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that two (2) Senior Clerk, SR-10 positions be created and
that funds are available in 010-201-5203.01-011.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Office of the Mayor and the Departments of
Police, Finance and Civil Service.
