RESOLUTION N0. ~~ 9S
WHEREAS, Chapter 363-4,-of the Hawaii Revised Statutes establishes
veteran cemeteries throughout the State of Hawaii; and
WHEREAS, the maintenance and burial site preparation
responsibilities of the veterans cemeteries have been assigned to
the county in which the cemetery is located; and
WHEREAS, Hawaii County is home to Veterans Cemeteries I and II in
East Hawaii and a soon to be constructed veterans cemetery in
West Hawaii; and
WHEREAS, it costs the Department of Parks & Recreation under the
County of Hawaii over $95,000 annually to maintain and operate the
East Hawaii veterans cemeteries on the Island of Hawaii; and
WHEREAS, the State of Hawaii currently contributes $22,500 for the
maintenance of the East Hawaii veterans cemeteries; and
WHEREAS, maintenance has increased and new rules will dictate the
need for new equipment and one additional Park Caretaker I for the
East Hawaii Veterans Cemeteries; and
WHEREAS, both staffing and equipment will be necessary to
establish the new service for west Hawaii; and
WHEREAS, a total sum of $287,762 for fiscal year 1995-1996 and
$115,000 for fiscal year 1996-1997 is necessary to maintain the
current veterans cemeteries and establish the West Hawaii veterans
cemetery.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it supports and respectfully requests the State to
provide the necessary funds to operate and maintain the veterans
cemeteries on the Island of Hawaii.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is
hereby directed to forward copies of this resolution to the
Honorable Ben Cayetano, Governor of the State of Hawaii, the
Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii, the
Honorable Norman Mizuguchi, President of the State Senate, the
Honorable Joseph M. Souki, Speaker of the House of
Representatives, the Honorable Donna Ikeda, Chairwoman of the
Senate Ways and Means Committee, the Honorable Calvin Say,
Chairman of the House Committee on Finance, the Honorable
Jerry Chang, State House of Representatives, Mr. George Yoshida,
Director, Department of Parks and Recreation, Mr. Louis Kaoiwi,
Chairman, Governors Veteran Advisory Board and Mr. Pat Pavao,
State Veterans Service Officer for Hawaii County.
