RESOLUTION
WHEREAS, the records of the Hawaii County Government date back to the early 1900's, and the records
filed with the County Clerk are voluminous; and
WHEREAS, there is a need to preserve the older records, maintain the present records and develop a
retrieval system for all records; and
WHEREAS, a study that was done by Decisions Management Company, Inc. has determined that the
existing hardware and software of the cun•ent automation system is close to the end of its useful life and
recommends upgrading to a new Automated Office and Records Management system; and
WHEREAS, the Council has budgeted adequate funds to begin the process of implementing this upgrade.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII [hat a
Request for Proposal (RFP) be prepared in accord with Option B of the aforementioned study and that it
be designed to assure maximum compatibility with the County-wide system that is currently being
proposed by the Administration.
BE IT FURTHER RESOLVED that, concurrently with the processing of the RFP, a procedures manual
be worked upon by the County Clerk, and that the initial step, in the implementation of the system,
include the records archival system, but not necessarily to the exclusion ofwork-in-progress.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this Resolution
to the Honorable Stephen K. Yamashiro, Mayor and Mr. Harry A. Takahashi, Director of Finance.
