RESOLUTION N0. 46 83
WHEREAS, on February 25, 1995 the Hilo Downtown Improvement Association, in
conjunction with the County of Hawaii and other Hilo businesses and individuals, will be
sponsoring the Hilo Mazdi Gras at the municipal pazking lot at Waianuenue Avenue and Keawe
Street; and
WHEREAS, in order to erect stages, booths and other necessary structures for the Hilo
Mazdi Gras, the metered parking azeas at the municipal parking lot at Waianuenue Avenue and
Keawe Street will need to be closed to public traffic; and
WHEREAS, pursuant to Chapter 24, Section 24-217 (c), of the Hawaii County Code
1983 the County Council may, by Resolution, dispense with the enforcement of Section 24-216
which requires persons to deposit coins in pazking meters, for a specified time in any specified
pazking meter zone to accommodate any special event, convention, pazade, or other similaz
activity; and
WHEREAS, the Hilo Mazdi Gras will be open to the public and will feature free
entertainment, food booths, and other family oriented activities; and
WHEREAS, events of this nature serve to bring our community together, providing
recreation and celebration for visitor and resident alike.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII, that it dispenses with the enforcement of Chapter 24, Section 24-216, of the Hawaii
County Code 1983, fora 12 hour period beginning at 8 a.m. February 25, 1995, at the metered
pazking azeas at the municipal pazking lot at Waianuenue Avenue and Keawe Street in downtown
Hilo, in order to accommodate the Hilo Mardi Gras; and
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of
this Resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii,
Ms. Donna Fay K. Kiyosaki, Chief Engineer of the Department of Public Works, Mr. Wayne
Carvalho, Chief of Police of the County of Hawaii, and Ms. Diane Ley, Office Administrator for
the Hilo Main Street Program.
