RESOLUTION
STATE OF HAWAII

WHEREAS, the State Office of Veterans' Services (OVS) was established by the
Fourteenth Legislature, State of Hawaii, in 1988 and approved by the Governor in 1988; and
WHEREAS, the OVS serves as a liaison between the Governor and veterans groups and
organizations, as well as an intermediary between the U.S. Department of Veterans Affairs and
veterans; and
WHEREAS, the veteran population in Hawaii is as follows: 87,150 on Oahu, 14,400 on
the island of Hawaii, 10,240 on Maui and 5,210 on Kauai; and
WHEREAS, veterans counselors services to veterans and their dependents include:
advocacy, obtaining military medical and service records, information and referrals, short term
counseling, representation before social service agencies, legal change of name, dischazge
assistance, developing and preparing and filing for compensation, and notary public service; and
WHEREAS, neighbor island offices of the OVS were established to provide aid and
assistance, veterans benefit services and representation to neighbor island veterans and
dependents due to the lack of such services by the U.S. Department of Veterans Affairs; and
WHEREAS, these neighbor island offices of the OVS provide a necessary and vital
delivery service to veterans and their dependents; and
WHEREAS, due to current State budgetary constraints, the elimination of the Office of
Veterans' Services and neighbor island offices of the OVS is being considered by the State Office
of Budget and Finance and the State Legislature; and
WHEREAS, elimination of the OVS and its neighbor island offices will result in a
tremendous negative impact on services to veterans and their dependents.
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII, that it supports the continued existence and funding of the Office of Veterans' Services
and its neighbor island offices.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit a copy of
this resolution to Governor Ben Cayetano, Senate President Norman Mizuguchi, House Speaker
Joseph Souki, Senator Donna Ikeda, Representatives Calvin Say and Jetry Chang, Mayor
Stephen K. Yamashiro and Mr. Louis Kaoiwi, Chairrnan of the State Advisory Boazd of Veterans
Services.
