RESOLUTION TO ADOPT A CITIZEN PARTICIPATION PLAN, AS REQUIRED BY
THE COMMUNITY DEVELOPMENT BLOCK GRANT SMALL CITIES PROGRAM
WHEREAS, the County of Hawaii receives federal funds from
the United States Department of Housing and Urban Development
(HUD) Community Development Block Grant (CDBG) Small Cities
Program; and
WHEREAS, it is required by HUD that, before the County of
Hawaii receives its annual CDBG allocation, the County submit a
Consolidated Plan; and
WHEREAS, in order for the County to submit the Consolidated
Plan, it is also required that the County adopt and comply with a
Citizen Participation Plan; and
WHEREAS, the Citizen Participation Plan will describe and
outline the County's plan to inform and encourage its citizens,
especially persons of low and moderate income, to participate in
the development of the County's Consolidated Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE HAWAII COUNTY COUNCIL
that it adopt the Citizen Participation Plan as attached as
Exhibit A, dated January 13, 1995, in order to comply with the
Consolidated Plan process.
BE IT FURTHER RESOLVED that the County of Hawaii will comply
with the Citizen Participation Plan dated January 13, 1995, as it
relates to federal funds from HUD.
BE IT FURTHER RESOLVED that a copy of the Resolution be
transmitted to the Office of Housing and Community Development.
