RESOLUTION N0. 1Z 3S
RESOLUTION DESIGNATING THE FORMER HAMAKUA SUGAR PLANTATION CAMP
COMMUNITIES AS A BLIGHTED AREA, AS DEFINED BY SECTION 53-1(3),
HAWAII REVISED STATUTES (HRS).
WHEREAS, on August 15, 1992, Hamakua Sugar Company (HSC)
filed for Chapter 11 bankruptcy protection; and
WHEREAS, as part of their sugar operations, Hamakua Sugar
owned and operated approximately 400 plantation camp housing
units, which were occupied by employees, their families, and
company retirees; and
WHEREAS, upon completion of the final harvest of the
remaining sugar cane by the bankruptcy trustee on September 30,
1994, operational responsibility for the plantation camp housing
units was transferred to the Hamakua Housing Corporation; and
WHEREAS, the plantation camps and housing units are over
fifty years old and are served by substandard roads, water and
sewage disposal systems; and
WHEREAS, all 400 camp housing units are substandard and do
not meet current code requirements; and
WHEREAS, due to the demise of the Hamakua Sugar Company, the
camp housing units and their supporting infrastructure have
deteriorated and have not been maintained for a number of years
prior to the closure; and
WHEREAS, Community Development Block Grant (CDBG) funds from
the U.S. Department of Housing and Urban Development (HUD) are
available to improve the condition of the plantation housing
units and their supporting infrastructure; and
WHEREAS, 24 CFR 570.208(b)(1)(i) of HUD's rules and
regulations require that a recipient of CDBG funding must
delineate an area which meets a definition of a slum, blighted,
deteriorated or deteriorating area under state or local law; and
WHEREAS, Section 53-1(3), HRS, contains a definition for
"blighted area"; and
WHEREAS, the former Hamakua Sugar Company plantation camp
housing areas, including the camp housing units and their
supporting infrastructure, meet the definition of a "blighted
area," as defined in Section 53-1(3), HRS.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that, for the purposes of the Housing and Urban
Development Community Development Block Grant Program, the former
Hamakua Sugar Company plantation camp housing areas, including
the camp housing units and their supporting infrastructure, are
hereby designated as a "blighted area," as defined by
Section 53-1(3), HRS.
BE IT FURTHER RESOLVED, that the boundaries for each of the
plantation camp areas, including Kekoa, Papaaloa Skilled,
Waipunalei, Niu, Kukui, Ookala Skilled, Paauilo, Nakalei, Paauhau
and Haina Camps, are hereby approved and attached as "Exhibit A."
BE IT FURTHER RESOLVED, that copies of this resolution be
sent to the Mayor, the Administrator of the Office of Housing and
Community Development, the State Coordinator for the Department
of Housing and Urban Development and the Hamakua Housing
Corporation.

DESCRIPTION OF CAMPS
LOCATION
The ten Hamakua Housing Corporation camps addressed in this report are located in the
Hamakua District between Papaaloa and Honokaa. All the camps are located on former Hamakua
Sugar Company lands along the Hamakua coast. Tlus azea is characterized by steep cliffs along
the shoreline with sugar cane fields on the plateaus above the cliffs. The sugar cane fields have
good drainage, deep soils, and moderately level land. Rainfall along the windward Hamakua coast
varies from 150 inches annually in Laupahcehce and 75 inches annually in Honokaa. The streams
have cut deep gulches in the coastal plateau to the ocean. See Figure 1 for the general location
of these camps.
KEKOA CAMP AND PAPAALOA SKILLED
Kekoa Camp is located adjacent to the Papaaloa County Park. There aze 23 single family and 8
duplex units in this camp.
Papaaloa Skilled is located north of Kekoa Camp and Papaaloa County Park. There are 7 single
family units in t}tis camp. All of the units front the old Mamalahoa Highway. See Figure 2 for
Kekoa Camp and Papaaloa Skilled locations.
WAIPUNALEI CAMP
Waipunalei Camp is located north of the road to [_aupahcehce Point. The camp has 17 single
family units. See Figure 3 for location.
NIU VILLAGE, KUKUI VILLAGE AND OOKALA SKILLED
These camps are located near the Ookala Mill. Access to the camps is from the old Mamalahoa
Highway. Niu Village has 12 single family traits and a one four-plez "unit with a plantation
gymnasium and ballfield adjacent to the village. Kukui Village has 21 single family units and
is located between Niu and Ookala Skilled. Ookala Skilled is located above the Ookala Mill. It
has 10 single family units. See Figure 4 for the location of Niu Village, Kukui Village, and
Ookala Skilled.
PAAUILO CAMP AND NAKALEI CAMP
Paauilo Camp is the largest HHC camp with 131 single family units. Nakalei Camp is just makai
of Paauilo Camp with 26 single family units. See Figures 5 and G for Paauilo Camp and Nalcalei
Camp.

PAAUHAU VILLAGE
Paauhau Camp is located about 1.5 miles from Honokaa. The camp has 87 single family units
as shown in Figures 7 and 8.
HAINA CAMP
Haina Camp has 50 single family units located just maulta of the Haina Mill and about 0.5 mile
makai of Honokaa. Location of the camp is shown in Figure 9.
