ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 24, OF THE HAWAII COUNTY CODE 1983
(1995 EDITION), RELATING TO VEHICLES AND TRAFFIC.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 24, article 1Q division 5, section 24-280, schedule 28 (No parking
at anytime), subsection (f) Kona, of the Hawaii County Code 1983 (1995 edition), is amended to
read as follows:
(f) Kona
~1,) Alii Drive from Kaahumanu Place to Hualalai Road, except at designated
freight loading zones.
[(1)](2Z Alii Drive in Kailua-Kona, makai side, from a point approximately four
hundred feet south of Hualalai Road to [the junction of Alii Drive with
Kailua-Keauhou Middle Road, in the vicinity of the Kona Hilton Hotel.]
Walua Road.
[(2)]L3,) Alii Drive, makai side, for a distance of one hundred feet on either side of
each driveway into Kahaluu Beach Park.
[(3) Alii Drive in Kailua-Kona, makai side, between Kailua Bay Wharf and
Hualalai Reef Road.J
(4) Alii Drive in Kona, makai side, beginning at a point one hundred thirty
feet south of the southern driveway of the Kona Island Condominium and
extending three hundred thirty-six feet in a northerly direction.
(5) Alii Drive, makai side, for a distance of one hundred feet on either side of
each driveway to the Kona Magic Sands Apartment building and the
driveway to White Sands Beach.
(6) Alii Drive, makai side, beginning at a point five hundred feet Ka'u side of
Lunapule Road and extending three hundred fifty feet in the Ka'u
direction.
[(7) Alii Drive in Kailua-Kona, mauka side, from Hualalai Road southerly for
a distance of eight hundred twenty feet.
(8) Alii Drive in Kailua-Kona, mauka side, along the concrete curb facing the
banyan tree and facing the Kailua Bay seawall.
(9) Alii Drive in Kailua-Kona, mauka side, between Kailua Bay Wharf and
Hualalai Road, except for those marked Freight Loading Zones in the
vicinities of the Mokuaikaua Church and the Kona Galley.

(10)]u Alii Drive, mauka side, [beginning at] from a point one thousand five
hundred fifty feet north of Laaloa Avenue to [Walua] Hualalai Road.
[(11)]j81 Alii Drive, beginning at a point thirty-five feet north of Royal Poinciana
Drive and extending southwazd for a distance of two hundred seventy-six
feet.
[(12)](9,1 Alii Drive, mauka side, Kamehameha III Road to Makolea Street.
[(13)]~10~ Alii Drive, mauka side, beginning at a point nine hundred thirty-five feet
north of Makolea Street and extending to a point one thousand eighty feet
north of Laaloa Avenue.
[(14)] 11 Belt Highway, mauka side, beginning at Station 8+00 across the Honalo
Shopping Center and extending 0.4 mile in the southerly direction.
[(15)] 12 Captain Cook, on the west side of Route 11, beginning at a point 0.15 mile
south of Napoopoo Road (Palipoko Road) intersection for a distance of
four hundred feet in a southerly direction.
[(16)]LZ Hanama Place, from its terminus to a point one hundred eighty feet in the
southerly direction, except the fifty-five foot section on the makai side
fronting the Kailua Trade Center.
[(17)]f 141 Hanama Place, on the southeast side from Kuakini Highway and
extending makai for a distance of four hundred feet.
[(18)] 15 Hina-Lani Street, beginning at Queen Kaahumanu Highway and extending
mauka for a distance of .4 mile to the unnamed roadway serving Costco.
[(19)] 161 Hooper Road, Mamalahoa Highway to its northem terminus.
[(20)] 17 Hualalai Road, between Kuakini Highway and Alii Drive.
f 181 Kaahumanu Place, except at the designated accessible parking azeas. with
Hermit.
[(21)]~ Kahakai Road, both sides, except the six hundred forty-foot section on the
mauka side fronting the Kona Hilton Hotel pazking lot.
[(22) Kailua Bay seawall, extending forty feet eastward along the seawall from
the western end of the seawall beside the Kailua Wharf in Kailua-Kona.
(23) Access road to the Kailua Bay Wharf at the northem terminus of Alii
Drive, also known as Kaahumanu Place.]
[(24)] 20 Kaiwi Street, on the Ka'u (easterly) side, from a point thirty feet north of
the driveway into Hawaii Electric Light Company and extending southerly
to Pawai Place.
[(25)]j211 Kaiwi Street, on the Kohala side, beginning at Kuakini Highway and
extending four hundred feet in the mauka direction.
[(26)]LZ Kakina Lane, both sides, in Kailua-Kona.
[(27)]j231 Kinue Street, Ka'u side, in Kealakekua.
[(28)]j241 Kona Hospital Road in Kealakekua, both sides.
[(29)] 25 Kopiko Street, on the north side, beginning at Palani Road and extending
three hundred eighty feet in the easterly direction toward the Lanihau
Shopping Center.
[(30)](261 Kopiko Street, on the south side, beginning at the Lanihau Shopping
Center property line and extending two hundred ten feet in the southerly
direction.

[(31)](~ Kopiko Street, on the south side, beginning at Palani Road and extending
two hundred five feet in the easterly direction.
[(32)] 28 Kuakini Highway, between Palani Road and Old Kona Airport.
[(33)](~ Kuakini Highway, makai side, between Palani Road and Likana Lane.
[(34)](~ Lako Street, from Kuakini Highway to its western terminus.
[(35)]~ Likana Lane in Kailua-Kona, both sides, from Alii Drive north for a
distance of one hundred fifty-seven feet and on the mauka side for the
remainder of the lane.
[(36)]~ Mamalahoa Highway, beginning at a point one hundred ten feet north of
the National Guazd Armory Road and extending southward for a distance
of one hundred fifty feet.
[(37)]~ Mamalahoa Highway, makai side, beginning at Keopuka Road and
extending one hundred forty-two feet in the northerly direction.
[(38)]u Mamalahoa Highway, makai side, beginning at the south prolongation of
Kiloa Road and extending one hundred twenty feet in the northerly
direction.
[(39)]f35) Melelina Street, on the makai side between Nani Kailua Drive and Aloha
Kona Drive.
[(40)]~ Nahele Loop, mauka side, beginning at St. Paul Road and extending for
one hundred sixty feet in the northerly direction.
[(41)] 3L7,) Napoopoo Beach Road, on the makai side, beginning at the Napoopoo
Road intersection and extending to the northern terminus.
[(42)]~ Napoopoo Beach Road, on the mauka side, beginning at the Napoopoo
Road intersection and extending three hundred thirty feet in the northerly
direction.
[(43)] 39 An old government lane in Kailua-Kona, located between the Kamaaina
Lodge and the Ocean View Inn.
[(44)](40) Onipa'a Street, Le'ale'a Street to Kealakehe School pazking lot.
[(45) Palani Road, north side, from a point fifty feet mauka of the Kailua
Rubbish Dump Road to a point fifty feet makai of the Kailua Rubbish
Dump Road.]

SECTION 2. Material to be repealed is bracketed. New material is underscored. In
printing this ordinance, the brackets, bracketed material and underscoring need not be included.
SECTION 3. If any provision of this ordinance, or the application thereof to any person
or circumstance, is held invalid, such invalidity shall not affect other provisions or applications
of the ordinance which can be given effect without the invalid provision or application, and to
this end, the provisions of this ordinance aze declazed to be severable.

SECTION 4. This ordinance shall take effect upon its approval.
