HomeMy WebLinkAboutRES 056 Draft 01 1994-1996COUNTY OF HAWAII STATE OF HAWAII RESOLUTION N0. 56 95 RELATING TO THE DESIGNATION OF ENTERPRISE ZONES ON THE BIG ISLAND OF HAWAII. WHEREAS, the County of Hawaii encourages economic development on the Big island of Hawaii; and WHEREAS, the Hawaii County Council passed Bill No. 167 enabling the designation of enterprise zones in Hawaii County; and WHEREAS, Bill No. 167 was enacted into Ordinance 94-8 by Mayor Stephen Yamashiro; and WHEREAS, Ordinance 94-8 will be conducive to economic development efforts to generate employment; and WHEREAS, unemployment rates in Ka'u and Puna are at fifteen percent; and WHEREAS, the Hawaii County Council is empowered to make enterprise zone designations. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the following enterprise zones be established in Hawaii County according to the delineations submitted with this resolution (EXHIBIT "A"), and maps attached hereto (EXHIBIT "B«); (1) Kona Enterprise Zone (amendment) (2) Hilo-Puna Enterprise Zone (amendment) (3) Ka'u Enterprise Zone BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Governor of the State of Hawaii, to the Mayor of the County of Hawaii, and to the Director of the Department of Business, Economic Development and Tourism. Beginning at the point where Palani Drive intersects with the Queen Kaahumanu Highway and heading southwesterly along Palani Drive to the Pacific Ocean; then northerly along the shoreline to Keahole Point to the intersection of the Pacific Ocean and the northern boundary of the Kalaoa ahupua'a; easterly along said boundary [to the Queen Kaahumanu Highway and south on same highway to the northern boundary of the Kaloko ahupua'a; east on said boundary for a distance of 4000 feet, then southerly to the southern boundary of the Kaloko ahupua'a; westerly along said boundary to the Queen Kaahumanu Highway, then south on said highway to Palani Drive.] crossing the Oueen Kaahumanu Hiahwav to Hiahwav 2. w;io-Puna Enterprise Zone. Beginning at the intersection of Pauahi Street and Kilauea Avenue and heading south on Kilauea Avenue to the Volcano Highway, south on the Volcano Highway to Mamaki Street; then 2500 feet southwesterly on the Mamaki Street extension to the makai boundary of the Panaewa Forest Reserve; southeasterly along said boundary to the South Hilo-Puna District boundary; [then southwesterly for 1500 feet along said boundary to unnamed, unimproved road; southeasterly along said road for 5000 feet to an intersection Ftith an unnamed canefield road; west along said canefield road across the Volcano highway and to intersection 217 (Amfac Papaya plant); then northerly along unnamed road across the Puna-South Hilo District boundary to Railroad Avenue,] southerly along EXHIBTT "A" Ra~~road Avenue• north on Railroad Avenue to Leilani Street; west on Leilani Street to Kanoelehua Avenue, north to Hualani Street; then east on Hualani Street; then northeasterly on the brig road to Ramehameha Avenue; east on Ramehameha Avenue to Silva Street, then north to Ralanianaole Avenue; [southeast] southwest on Kalanianaole Avenue to Kamehameha Avenue; then west on Kamehameha Avenue to Pauahi Street; southwesterly on Pauahi Street to Kilauea Avenue. 3. Kau Enterprise on-. Beginning at the point where the northern boundary of the Reaiwa ahupua'a meets the Pacific Ocean and heading west along said boundary to Highway 11; then northerly along Highway 11 to the entrance to Kapapala Ranch, following said road westerly toward the Ranch House, then northerly and westerly along the ranch road and 4WD road; then south on 4WD road to the Kau Forest Reserve (KFR) boundary, following said boundary around Wood Valley then southerly along the KFR boundary to the western boundary of the Kau Forest Reserve; then northerly along said KFR boundary to 4WD road; following said 4WD road westerly through Kahuku ahupua'a to the eastern boundary of the Manuka ahupua'a and south along said boundary crossing Highway 11 to the Pacific Ocean; southeasterly along the coastline, then westerly along same coastline to the western boundary of the Keaiwa ahupua'a.
