RESOLUTION No. 6'p 95 (DRAFT 2>
RELATING TO A REQUEST TO FUND THE "MAKALI'I",
A HAWAII ISLAND VOYAGING CANOE
WHEREAS, the "Hokule'a", a traditional Hawaiian sailing
canoe, twenty years ago embarked on an oceanic voyage to Tahiti
using only traditional Hawaiian navigational methods; and
WHEREAS, this journey signified the re-emergence of ancient
sailing techniques which had long fallen into disuse and was
presumed forgotten; and
WHEREAS, the success of "Hokule'a" on her maiden voyage of
twenty years ago stands today as a symbol of the renaissance of
the spirit of kanaka maoli; and
WHEREAS, "Hokule'a" has once again undertaken another
oceanic journey of over 6,000 miles of blue-water, sailing to the
Marguesas via Ra'iatea, Huahine, and Tahiti then returning to
Hawaii; and
WHEREAS, she will be accompanied by two Hawaiian sailing
canoes, "Hawaiiloa" and "Makali'i" making their maiden passage to
Tahiti and Marquesas; and
WHEREAS, this complement of canoes re-creates the voyages of
ancient Polynesians traveling together as a fleet between Hawaii,
Tahiti and the South Pacific, and marks the fruit of the efforts
of those visionaries who struggled to make the first journey of
"Hokule'a" a reality, demonstrating beyond a reasonable doubt
that these voyages were indeed possible; and
WHEREAS, "Hawaiiloa" closely resembles the ancient
Polynesian canoes in its use of materials available to early
Polynesians and is funded by the Bishop Museum in cooperation
with the National Parks Service; and
WHEREAS, "Makali'i" arises from the sweat and toil of the
people of the island of Hawaii, especially Clay and Shorty
Bertleman of Waimea, who over these many months have struggled to
create a vessel worthy to join the ranks of "Hokule'a" in this
journey of re-discovery; and
WHEREAS, the materials and construction of "Makali'i" is
directly attributable to the tremendous support of members of the
Big Island community who have given of their time, financial
support, influence and energy to bring about the birth of
"Makali'i"; and
WHEREAS, the members of the crew of "Makali'i", all long
time residents of the Big Island, have contributed substantial
sums of their own funds to subsidize the cost of this project;
and
WHEREAS, through the work of Na Kalaiwa'a, the project
directors, and the family of supporters over $100,000 has been
raised to bring the project to [completion] where it is now; and
WHEREAS, it is appropriate that the Office of Hawaiian
Affairs contribute to this project because "Makali'i" has only
become a reality through the collective efforts of a large
grassroots segment of the Hawaiian community of the island of
Hawaii who have had hands-on efforts, and its supporters, whose
purpose has been to create a profound experience in canoe
crafting and epic ocean voyaging, both integral aspects of
ancient Hawaiian culture;
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it urges the Board of Trustees of the Office of
Hawaiian Affairs to approve the request for funds submitted by Na
Kalaiwa'a to support the construction and voyage of the
"Makali'i" to Tahiti, the Marquesas and back to Hawaii; and
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii transmit copies of this resolution to Trustees Clayton
Hee, Chairman of the Board of Trustees; Moanike'ala Akaka,
Trustee from Hawaii; and Clay Bertelman, President of Na
Kalaiwa'a.
